Notification of Fixation of Pay on Grant of Higher Time Scale

Finance Division Regulation Wing, Islamabad has issued Notification No. F.No.3(2)R-2/2010-2264 dated 26th December 2013 in connection with  . Consequent upon grant of higher time scale to the various categories of employees after grant of higher Time Scale before introduction of Basic Pay Scale 2011, are getting less pay than that would have been admissible to them had the grant of higher time scale taken place after the introduction of Basic Pay Scale 2011.

It has been decided that in case of grant of higher time scale before the introduction of BPS-2011, it may be ensured that the pay of the employees concerned in the higher Time Scale may be so fixed/enhanced that it would not be less than the pay that would have been admissible to him, if grant of higher time scale had been placed after the introduction of BPS-2011. Pay so fixed/enhanced would be admissible with effect from 1st July 2011.

    I could not understand what does it mean. If this letter was for upgraded employees or for normal case. I totally confused in which case it will be applicable. I want to learn about this. If you kindly explain this. I am promoted in 2 may 2013 from bps 9 to bps 11 then if it could be possibly effect me or not....

    I invite the attention of my friend Mr. M Razzaq to inform the retired employees who are fighting the case of revision of their pension by including the five allowances, about the Finance Division O.M. F 3(2)R-2/2010-2264 dated 26-12-2013. To me this O.M. may further support their case. Finance Division has blessed the employees, who were allowed higher scales before the introduction of bps 2011, to refix their pay in bps 2011 scales. So the poor pensioner who were deprived of the inclusion of five allowance for pension purposes, do also deserve refixation of their pension, may it be by inclusion of five allowances or re-fixation of their pension after presumptive adjustment of their salaries in bps 2011 scales. The resultant advantage may take effect from 1.7.2011. I am sure the honourable court may redress the anomaly between the pension of the employees retired before and after the introduction of bps 2011 scales, keeping in view the Finance Division O.M. mentioned above. Wishing all the best for the plight of poor pensioners who had to proceed on retirement before the introduction of bps 2011 scales. They were deprived of a good amount of commutation as well as resultant increase In pension.

    My query is that i am selected as Medical Officer grade 17 through Punjab Public Service Commission in Dec 2013. Can you please tell me what initial pay i will draw including all allowances i am eligible for and am i under the pay fixation higher time scale?? i sall be very thankfull.

    I was promoted from bps 17 to bps 18 on 5.7.2009, and pay was fixed at Rs.28720/-. had I been promoted after introduction of bps-2011, my pay would have fixed at Rs.45500/-.The question is whether the terms of circular No.F.No,3(2)R-2/2010-2264 dated 26.12.2013, will apply in my case. I went on retirement on 20.4.2010.
