Government of the Khyber Pakhtunkhwa, Finance Department has issued Notification No. FD (SOSR-1) 2-123/2014 dated 21st February 2014 in connection with Grant of Premature Increment on Promotion within the same Scale.
According to this Notification one premature increment is admissible to the employees who are promoted to the higher scale while they are already drawing the pay of that higher post.
In pursuance of the Finance Division Regulation Wing, Islamabad Notification No. F.11 (30) R-2/2010-1150 dated 5th November 2012, regarding Premature Increment on Promotion within the Same Scale, the Competent Authority is pleased to allow 1x premature increment in the pay scales of the higher post in case of fixation of pay on promotion within the same pay scale in all cases of promotion to higher posts having the same Basic Pay Scales. It means the employees having the said promotion, now will be admissible to the following benefits:-
One Advance Increment as Next Stage
One Premature Increment
It means that the employees who are promoted within the same scale will now get two increments instead of one increment.
This Notification also removed the confusion of many employees who were in confusion that according to the Finance Division Notification, they will get only one increment. Now according to this notification they will get two increments.

I, a teacher bps 16 ,here in Skardu under the govt of GB province.I got time scale promotion in BPS 17 on 01 06 2010 and got once again time scale promotion in BPS 18 on 01 06 2015. No any premature increment was given to me on the both TS promotions.Now I have got promotion(confirm) in BPS 17 on 01 08 2015 ,pl let me know the rule of premature increment ,My basic pay was 20800 on 01 12 2012 (TS BPS 17)
Govt of Bbalochistan Finance department has allowed 2 premature increments on promotion within same scale to all employees who were promoted within same scale before 22-1-2001.now the issue is that an employee was at the maximum of BPS 18 on 31-12 -87 { by move over | and was granted selection grade on 4-01-1988. HE WAS ALLOWED MOVEOVER bps19 ON 1-12-88.. 2 again he was promoted against post in bps 18 on regular basis on 23-11-95 while he was at the maximum of bps 19. He could not get 2 premature increments on both ocassions because he was at the maximum of relevant scales on 4-1-88 and 1-12-95 respectively.
Dear Madam…….as u know that Computer Operators were up-graded from BS-12 to BS-16 on 29-07-2016, if we give option for fixation on dated 29-07-2016 then annual increment will neither be granted in BS-12 nor in BS-16, and if we fixed the salary w.e.f. 02-12-2016 then annual increment in BS-12 will be granted, however, what will be done about pre-mature increment in case if we have already availed one step in 2015 from BS-12 to BS-13???????????????????

I got one step promotion from BPS 15 to BPS 16 in july 2015. Now I promoted in the same scale from AT TO Senior AT BPS 16. The account office do not give me one step fixation and one premature. AM I not eligible under the same scale notification to get two increments????

I thought meri basic 6120/= honi chahiye q k 5800 (initial basic) + 320 (increment on promotion) = 6120/= honi chahiye.

Salam, here in kpk the fixation party has dedicated premature increment from number of teacher that premature increment is only allowed on the completion of tenure of 3 years in a scale, is there any such rule or notification of three years tenure.
For example
A is appointed on 22/12/1999 in BPs 09 and was promoted to higher post of B -9 on 11/7/2002
Fixation party deducted Pm inc saying that the period is less than 3years. so if there any notification or rules in kpk please mail it to me on [email protected] thanks

Now we see that at the end the pay is same after pay fixation in BPS. 17. If i go to refixation of pay from 10.1 2012. the only benifits i can get is the increase in adhoc relief allowences e.g. 20%. 15%, and 10%. please checkout the table which i have written and also suggest that should i ask the department to refix my pay. is there any real benifit for me in coming sevice period if i go for refixation of pay from 10.1.2012. thanks.
Dear Muqadar Khan, it can happen so during the fixation of pay that by using the option and without using the option, the pay is same. However in ur case you can only get the benefits of allowances.

mam 3rd condition of the notification states that the orders are effective on the date of issuance which is 21st Feb. 2014. so pls clerify that are these orders are applicable on 10.1.2012.. thanks.
Dear Muqaddar pay will be fixed wef the actual date of upgradation but the arrears will be 21-02-2014 for KPK employees only. For federal there is no condition.

Dear Mian Raza, you were entitled for two increments if you got selection grade. 01-03-2009 ko aap ko 1 increment milay gi. If the fixation to the higher scales comes on the same stage then u ll get two increments.

a teacher has promoted bps 14 to bps 15 on 1.10.2012 .is he entitle for annual increment on1/12/2010.
Dear Ali Nawaz, a person can opt to fix his pay on 2nd December after availing the annual increment in previous scale.
