Government of the Pakistan Finance Division (Regulation Wing) Islamabad has already issued Notification No. F.1 (9) Imp/2000-543 dated 9th August 2011 in connection with Revision of Rates of Ph.D Allowance and Special Science & Technology Allowance.
The copy of this Notification was asked by the many employees but I could not find it anywhere. I requested for the same to many visitors of mine site and at last Mr. Naeem Akram send me the same copy. Thanks for his efforts towards the needy ones of this Notification. The details of this Notification are as under:
In reference to Finance Division’s O.M No. F.1(3)Imp-I/88 dated 1st July 1988, O.M No. F.1(9)Imp/2000 dated 8th May 2002, O.M No. F.1(9)Imp/2000 dated 22nd September 2003 and O.M No. F.1(9)Imp/2000 dated 12th September 2007; and to state that it has been decided to revise the rates of Ph.D Allowance and Special Science & Technology Allowance with immediate effect. The detail is as under:

The existing terms & conditions of admissibility of the above allowances will remain the same as specified in the above referred Office Memorandums.
I was appointed as lecturer in 1987 at University of Agriculture, Faisalabad. At that time I was awarded advanve increments on having higher qualification than the basic qualification. In 1995 i did Ph.D and was awarded Ph.D allownce in practice at that time. Now my queries are:
1. What was the name and amount of Ph.D allowance in practice in 1995? (Copy of notification)
2. Does award of advance increments to me back in 1987 debar me for the award of Ph.D allownce I was granted in 1995?

Dear Abdul Ghaffar this allowance is only for the Ph.D Holders.
