HQs. Civil Aviation Authority has issued L.M No. HQCAA/2574/082/HRCB/I dated 31-10-2014 in connection with Revision of Basic Pay Scales 2014 & Allowances of CAA Employees. The summary of the same is as under:
The Authority i.e CAA Boards has been pleased to approve CAA Service Regulations-2014, CAA Employees Pay, Pension, Travelling & Daily Allowances Regulations-2014 in its meeting held on 29th & 30th Sep 2014.
CAA Service Regulations-2014 have come to force with effect from 30th September 2014 and repealed CAA Service Regulations 2000, while Civil Aviation Authority Employees Pay, Pension and Travelling & Daily Allowance Regulations 2014 will be effective with effect from 01-07-2014.
Revision of Basic Pay Scales 2014 & Allowances of CAA Employees
The summary of the same is as under:
Introduction & Transformation into New Groups
The existing service structure comprising of pay groups (PG-01 to PG-11) stands transformed into new service structure comprising of staff groups (SG-01 to SG-11) and executive groups (EG-01 to EG-10) with effect from 1st July 2014.
New Pay Scales 2014
New Pay Scales-2014 as given in First Schedule of CAA Employees Pay, Pension and Travelling & Daily Allowance has been shown on the copy of the Notification.
House Rent Allowance
House Rent Allowance shall be admissible to all entitled employees at the revised rates of 80% of the running basic pay and personal pay if any.
Medical Allowance
Medical Allowance shall be admissible to all the employees at the revised rates of 20% of the running basic pay and personal pay if any.
Utility Allowance
Utility Allowance shall be admissible to all the employees at the revised rates of 25% of the running basic pay and personal pay if any.
Increase in other allowances
In addition to the above allowances the following allowances have also been revised:

CAA is an autonomous body working under Cabinet secretariat through its Aviation division. All its decisions are taken by Board of Directors..
Does CA come under federal government? if they do can they revise their pay scales on their own?
