Notification of Minimum Length of Service for Promotion Punjab Civil Servants Rules 2010

Government of the Punjab, Services & General administration Department (Regulation Wing) has issued Notification No. SOR-lll (S&GAD) 1-4/2003 dated 14-11-2010 in connection with Minimum Length of Service for Promotion Punjab Civil Servants Rules 2010. The detail of the same is as under:

In exercise of the powers conferred on him under section 23 of the Punjab Civil Servants Act, 1974 (VIII of 1927), the Government of the Punjab is pleased to make the following rules:

  1.      Short title, extent and commencement: (1) These rules may be called the Punjab Civil Servants (Minimum Length of Service for Promotion) Rules, 2010.

(2)      They shall apply to the civil servants

(3)      They shall come into force with effect from 1 January. 2011.

  1. Minimum length of service for promotion: The minimum length of service required for promotion from lower post to a higher post shall be as prescribed in the Scheduled annexed to these rules:

Provided that where minimum length of service, prescribed in the relevant service rules of any service/cadre, is more than that prescribed under these rules, the minimum length of service prescribed in the relevant services rules shall apply.

  1. Repeal: On coming into force of these rules, the Punjab Civil Servants (minimum Length of service for Promotion) Rules, 2003 shall stand repealed

A For posts in Basic Scale 18 5 years’ service against posts in Basic Scale 17
B For posts in Basic Scale 19 12 years’ service against posts in Basic Scale 17 and above
C For posts in Basic Scale 20 17 years’ service against posts in Basic Scale 17 and above
D For posts in Basic Scale 21 22 years’ service against posts in Basic Scale 17 and above

 

2- Minimum Length of Service for Promotion Punjab where initial recruitment was made in BPS-18

A For posts in Basic Scale 19 7 years’ service against posts in Basic Scale 18
B For posts in Basic Scale 20 12 years’ service against posts in Basic Scale 18 and above
C For posts in Basic Scale 21 17 years’ service against posts in Basic Scale 18 and above

 

3- Minimum Length of Service for Promotion Punjab where initial recruitment was made in BPS-19

A For posts in Basic Scale 20 5 years’ service against posts in Basic Scale 19 and above
B For posts in Basic Scale 21 10 years’ service against posts in Basic Scale 19 and above

 

4- Minimum Length of Service for Promotion Punjab where initial recruitment was made in BPS-20

A For posts in Basic Scale 21 5 years’ service against posts in Basic Scale 20

 

5- Where initial Appointment of a person was made to posts in Basic Scale 16 or below, one half of the service in Basic Scale 18 and one Fourth in Basic Scale 15 and below shall be counted as service in Basic Scale 17 for computing length of service for purposes of promotion to Basic Scales 19, 19 or 20.

6- The minimum length of service prescribed under these rules or the minimum length of service prescribed under the relevant rules of various cadres, whichever is more shall be applicable.
