Office of the Chief Executive Officer (DEA) Khanewal has issued Notification on 08-01-2018 in connection with Notification of Appointment on Regular Basis Instead of Contract under Rule-17.
Notification of Appointment on Regular Basis Instead of Contract Under Rule-17
According to this Notification, it is intimated that S&GAD Department (Regulation Wing) Government of the Punjab Lahore vide letter of the dated 30-01-2009 has clarified that the Contract Appointment Policy and the Punjab Civil Servants(Appointment and Condition of Service)Rule,1974 had separate and independent scope and that the Law Department vide letter dated 25-04-2008 has endorsed the view of the Regulation Wing of S&GAD Department.
Furthermore, the Honourable High Court Bahawalpur Bench, Multan Bench and Lahore Bench in various writ petitions and the Honourable Ombudsman Punjab has declared that the appointment under Rule-17 of the Punjab (appointments & Conditions of Service) rule 1974 should be made on regular basis no on contract basis.
It is therefore directed that in future all new appointments Under Rule 17-A of the Punjab (Appointment & Condition of Service) should be made on regular basis and not on contract basis. You are directed to intimate your respective lower formation about these regular appointments and to regularize all those employees (BPS-01 to BPS-05) who have already been appointed by their respective appointing authority and this practice of contractual appointments against rule 17-A in future should be avoided.
A committee comprising on the following is hereby constituted to regularize all such existing contractual employees (Junior Clerk) already appointed with effect from their respective date of appointment.
