I am sharing here the Working Paper Regularization Contract Employees Punjab. The employees mayu be given three options.
Either, their contract service should not be included in qualifying service. OR
They may be required to return 30% Social Security Benefit (30% SSB) with compound interest as determined by A.G Office of Finance Department.
The seniority is already counted from the date of continuous appointment in the grade. Hence, regularization with immediate effect does not affect seniority. However, this shift would obviate the very misconception in such cases.

(a) a regular vacancy allocated for initial recruitment is available for regularization.
(b) he is qualified for the post.
(c) he has not been appointed on a special pay packages
(d) his performance during the period of contract has remained satisfactory: and
(e) he does not opt to continue as contract employee
- Notwithstanding the aforesaid provision of the law, the court has been recently passing orders for regularization of contract employees from the date of their initial appointments and not with immediate effect. The case of Assistants of S&GAD is an instance in which regularization of their services were made effective from date of their initial appointments. On the same analogy, different courts are giving relief to different petitioners on their claim to regularization s of contact services from the date of initial. This has placed the Government in an situation, given the express provision of law, according to which the appointing authority shall regularize the services of the contract employees with immediate.
- The Committee may consider the following points:-
(i) The contract employees regularized earlier than Punjab Regularization of Service Act, 2018 may be given regularization with effect from the date of initial appointment upon policy approval.
