Government of the Punjab, Finance Department has issued a Notification on 21-01-2022 in connection with Admissibility Time Scale Personal Upgradation to Retired Employees (If admissible prior to their retirement). The details are as under:

Time Scale Personal Upgradation to Retired Employees

                  I directed to refer to the subject cited above and to state that a question has arisen as to whether retired employees may be granted Time Scale Personal Up-gradation (TSPU) retrospectively on completion of the requisite length of service before their retirement or otherwise.

                   Finance Department observes that Time Scale Personal Up-gradation (TSUP), unlike promotion, maybe allowed retrospectively on completion of the requisite length of service, subject to the condition that the incumbents were in service at the relevant time. Hence, there is no bar on grant of TSUP to a retired civil servant retrospectively if otherwise eligible for TSUP in the light of this Department’s Notifications NO.FD.PC.39-14/77-P-IV(APCA/08)(Provl.), dated 04.01.2016, No. FD.PC.39-14/77-P-IV(APCA/08)(Prov.) dated 21.06.2017, No.FD.PC.40-80/2015, dated 26.07.2017 and No. FD.PC.40-12/2017, dated 19.04.2019.
