Government of the Punjab, Finance Department has issued a Notification on 25-03-2022 in connection with a Ban on Up-gradation of Posts as Austerity/Economy Measures 2021-22 Punjab. This Notification also imposes a ban on the following:

Purchase of Air Conditioners
Treatment Abroad
Air Travel
Workshops/Seminars
Ban on Upgradation of Posts
Contingent Paid Staff
Contingent paid staff, the departments can hire only in extremely emergent cases according to powers specified in the delegation of Financial powers rules, 2016. However, departments shall remain within the budgetary allocations for the purpose under object head “A01277-Contingent paid staff”. Moreover, no additional funds as supplementary grant the finance department allot for this head during the financial year 2021-22. In the same way, no re-appropriation FD will allow/make without the recommendation of the Austerity Committee.
Ban on Foreign Visits
There shall be a complete ban on foreign visits of Government Officers / Officials through Government funding. Wherever required, cases for foreign visits shall be placed before the Austerity Committee for its approval. All civil Servants while undertaking official tours shall travel as per their entitlement on domestic and international flights. Powers Rules, 2016.
Ban on Upgradation
There shall be a complete ban on all types of up-gradation of posts except the powers delegated under Delkeation of Financial.
