Government of Pakistan, Finance Division issued a Notification on 30-05-2023 in connection with Notification Grant 100% of Basic Pay Special Allowance Private Secretaries and Senior Private Secretaries. The details are as under:
Grant 100% of Basic Pay Special Allowance to Private Secretaries and Senior Private Secretaries
According to the Notification, Finance Division has granted a 100% Special allowance on the basis of revised pay scales 2017. The employees will get this allowance on the basic pay as of 30-06-2022. The notification has details conditions to Grant 10 Special Allowances to Private and Senior Secretaries. Prime Minister approves this special allowance for all private and Senior Federal secretaries. He also makes approval granting a 100% special allowance on basic pay till 30-06-2023.
Conditions and Limitations for Granting 100% Special Allowance
PM approves the provision of Granting Special Allowance to the Private and Senior Secretaries. All those secretaries who are working in President’s office and Federal Secretariat will receive this allowance on the following conditions:
Defining Federal Secretary
For granting special allowance Federal Secretary shall be defined in Rules,1973.
Fitness Conditions for Deputation Allowance of Private Secretaries
This allowance is not for Private Secretary and Senior Secretaries posted on deputation in the Federal Secretariat, office of the Prime Minister, and Secretariat of the President. They are entitled to draw deputation allowance.
3. Suspension of Disparity Reduction Allowance (DRA)
Transfer outside the organizations mentioned in para-01 is also included. The Special Allowance -2023 shall be discounted upon transfer and posting outside the cadre of Private and Senior Secretary.
Approval of Special Allowance for Officials Deputed Outside Pakistan
The special Allowance -2023 is not admissible to the officials during the tenure of their posting and transfer or deputation outside Pakistan.
Rate of Providing Special Allowance Outside Pakistan Deputed Officers
The special Allowance -2023 will be provided to the officials on their repatriation from posting or deputation from outside Pakistan. This was provided at the rate and amount which have been admissible to them had they not been posted abroad.
Grant of Special Allowance For Private Secretary Cadre Officials
All Officials belonging to the cadre of Private Secretary only will receive this Special Allowance -2023. This will not be admissible to those who have been posted against the post of Private Secretary.
Special Allowance to Private Secretaries -2023 @ 100% of Basic Pay
Finance Division Proposes that Private Secretaries are eligible for this special allowance. All those officials who merely posted on this post are not eligible for Existing Benefits Admissible for Private Secretaries
Private Secretaries fall in the category of support Staff and have well-defined promotion channels. They have regular promotion channels up to a certain Basic Pay Scale after which they are granted specific Grades without any promotion. They also do training for their promotions. Private Secretaries also entitle to Special Pay which is not admissible to others. Both Cadres have different responsibilities and duties. Therefore they are treated specially. A separate arrangement is needed for Private Secretaries.
Effect of 100% Basic Pay Special Allowance
The provision of the above special allowance to Private Secretaries @ 100% of basic pay may have a financial impact in millions Annually.
The other terms and conditions shall remain the same for the admissibility of this allowance. As for other allowances admissible across the board in the federal government.
