I am sharing the copy of the Budget Speech Khyber Pakhtunkhwa (KP) dated 10-05-2024 for the fiscal year 2023-24. The speech contains the various projects, expenditures, salaries of employees, and pensions. The Budget speech also mentions the various projects and their expenditures that the KP Government did. There is also the mention of Welfare projects like BRT, Health Card, Ehsaas Programs. Some of the main contents of the speech are as follows:
Salient Contents of the Budget Speech Khyber Pakhtunkhwa (KP) 2023-24
We are extremely grateful to Allah Ta’ala that the people of the province have shown their trust in us, He once again gave an opportunity to serve. Thanks to the people that we are presenting the budget of the third era. This year’s budget is very unique and difficult in that respect. This is the first time in the last 76 years that we are presenting the budget in the eleventh month of the current financial year In which most of the expenses are related to the caretaker government period, besides the current one. Financial and economic difficulties have made this budget difficult because on the one hand 2022. Most of the infrastructure of the province was destroyed due to the devastating floods, the other hand, terrorists. The incidents have also badly affected our current economy.
Approval of Expenditures
Under Article 126 of the Constitution of Pakistan 1973, the Caretaker Provincial Government from 1 July 2023 to 31 October 2023 approved expenditure for four months. After that, the caretaker provincial government established the constitution. According to the said provision of Pakistan, in consultation with the Law Department, for four months i.e. November 1, 2023, till 29 February 2024, expenditures were also approved. Meanwhile, the general elections of February 8, 2024 were held. However, by that time the formation of the new provincial cabinet could not be due to which under Article 125 of the Constitution from the Provincial Assembly from March 1, 2024. One month’s expenditure up to 29th March 2024 was sanctioned. Similarly, the provincial cabinet in April 2024 also approved the necessary expenses for the two months of May 2024.
Salient Features of the Budget
The following are the salient features of the Khyber Pakhtunkhwa Fiscal year 2023-24 Budget:
Development Budget
During the tenure of the caretaker government, the total development expenditure for the planned districts was Rs. 40 billion in 8 months. While the newly elected government has allocated funds of 46 billion rupees only for 4 months.
Health Insaf Card
Sahat Insaf card is the biggest project of the provincial government, from which 75 lakhs across the province families are benefiting. A budget of 26 billion rupees has been kept for a health card, out of which 1 million rupees per head will bore the Government.
Ramadan Package
For 14% of the population of the province, a total of ten billion rupees is calculated at 10,000 rupees per head have been allocated.
Ehsaas Programs
According to the instructions of the founder of Pakistan Tehreek-e-Insaaf, social welfare is the top priority of our government. Special attention was given to the budget for women, low-income people, the disabld, and other vulnerable sections. In this regard, a significant amount of Rs 1.5 billion has been allocated.
Peace (Amon-o-Aman)
For the purchase of modern weapons and other needs in the police department for the purpose of maintaining law and order, 88,410 crores have been allocated for current expenditure.
BRT
The number of passengers on a daily basis from operations of the Bus Rapid Transit (BRT) Project (Phase-I) including Women, students, and disabled persons (has exceeded 3,00,000). Pollution is also coming down significantly. The current government is looking to improve the BRT service and improve it Efforts are being made for expansion and in this regard, 1.386 billion rupees have been allocated.
There are cent updates that the Khyber Pakhtunkhwa Government has invited proposals from the Finance Department KP to increase salaries in the Budget for KPK Employees in the year 2024-25.
