Government of the Punjab, Finance Department has issued Notification No. FD.SR-II/9-214/2013 dated 2nd April 2014 in connection with Clarification of Personal Allowance. The detail of the same is as under:
I am directed to refer to the subject cited above and to state that Finance Department is in receipt of certain references for having advice upon the admissibility of Personal Allowance (Increments already earned during the contract period).
The matter has been examined and it is clarified that Personal Allowance cannot be reduced and treated as part of the pay scales of the concerned civil servant till such time he holds the post. However upon fresh appointment, promotion, retirement and posting to another cadre post, the said allowance will be discontinued henceforth.
Salam Respected Mam. am appointed in BPS-11 on contract basis in 2008 in development side. my service was regularized 2017. In my regular order PAY PROTECTION mentioned. But at the time of fixation from Account Office, Pay fixed at initial. when i submit the Notification of pay protection from Finance Department of Pakistan F.NO.7(9)R-I/2012-1388 dated 6 March 2014, reply we follow Finance Department Punjab Not Pakistan. Please Clarified
Why personal allowance discontinued upon promotion when it is not included in fixation of the pay upon promotion
now the notification of FST implement from 2001 or which date please informed
jo log upgraded huwa ha jaisa k Junior Clerk BPS-07 se BPS-11 aur Senior Clerk BPS-09 to BPS-14, Assistant BPS-14 se BPS-16, unki to upgradation huwe ha promation to nai huwe unka personal allowance to khatm nai ho sakta?
Agr post upgrade hoti hai then personal allowance carry hoga.?

What about supreme court and withdrawl of personal allowance upon promotion?
Did any one go to supreme court for restoration of personal allowance upon promotion upgradation

upon promotion to next scale , personal pay will be withdrawn as i understand from this notification;
now it is time for struggle for regularisation from the date of initial appointment as contract;
Punjab Government should regularized the contract employees from the date of initial appointment instead of 14-10-2009
