Lahore High Court Bahawalpur Bench has issued decision on 04-05-2017 in connection with Permanent Appointment under Rule 17-A. Summary of the same is as under:
Learned AAG has presented a copy of notification dated 07.05.2008 to establish that Accounts Branch is empowered to raise objection regarding permanent appointment obtained on the basis of Rule 17-A of the Punjab Civil Servants (Appointment& Conditions of Service) Rules, 1974.of
Since this Court has already interpreted the Rule 17- A of the Punjab Civil Servants (Appointment& Conditions of Service) Rules, 1974. By virtue of judgment reported as Ali Ahmad V, Executive District Education Officer, Sialkot and another (2014 PLC (C.S) 793 wherein it has been Held that appointment under Rule 17-A of the Punjab Civil Servants (Appointment& Conditions of Service) Rules, 1974. Would be a permanent appointment and there is no concept of appointment of said incumbent on contract basis, therefore, all the replies submitted by the respondents, being contrary to low laid down by this Court, are hereby turned down and the respondents are directed to release the salary of the petitioner forthwith.
With the above observation, this petition stands disposed of.

AA I have served in Livestock And Dairy Development Department since 15 Jan 1994 to 29. 08 .1997. on contract basis in BPS- 17 as Livestock Production Officer. latet on through federal public public service commission I was inducted as Veterinary Officer in RVFC in BPS-17. I have now applied to count my prdvious service for pay,pension and seniority purpose but deptt ssid provide authority for that. I need ur supory to kindly provide me notification of govt of punjab to count contract service into regular service.
