The Government of the Punjab, Finance Department issued a Notification on 16-12-2022 in connection with Technical Allowance 2022 Punjab @ 1.5 Times of Initial Basic This Pay. The pay Package for Engineers working in various departments of the Government of Punjab is for the employees of BPS-17 to BPS-20. The details are as under:

In Continuation of Finance Department’s Letter of even No. Dated 30.05.2019 (copy enclosed) and in pursuance of the approval of the report/Recommendations of the committee constituted vide notification No. FD.PR-12-6/2018(Pt-I) dated 01.11.2019, by Provincial Cabinet, the Governor of Punjab has been pleased to allow Technical Allowance @1.5 times of the initial of basic pay Scales-2017 w.e.f. 07.12.2022 to the Engineers of the departments and attached departments mentioned at succeeding Para-2 at the following rates:

· Technical Allowance will not be admissible for re-employed Member (Engineering) and instead this may be inbuilt under his Terms & Conditions of service daily recommended by the selection Board constituted vide order bearing No. FD. SR-II/I-12/2009 dated 22.10.2019.

Punjab Emergency , Service (Rescue 1122)

The Technical Allowance is granted to the Emergency Officers subject to the approval of separate job descriptions for different disciplines of engineering among Emergency Officers.
Industries , Commerce, Investment & Skill Development (ICI&SD)
The Technical Allowance is granted to the Biomedical Engineers of the SHC&ME Department subject to finalization/approval of the job description as well as performance objectives and indicators by the department.

Deputy Director (Survey) (BPS-18)
SDO (Archeology) BPS-17
Technical Allowance is granted to the incumbents of these posts.
Planning & Development Board (P&D)
Chief of Selection (BPS -20)
Assistant Chief (BPS-19)
The Technical Allowance granted to the chief of Section and Assistant Chief subjects to the identification of such posts by the administrative Department and its notification by the Finance Department
Deputy Director (Technical) (BPS-18)
Assistant Director Technical (BPS-17)
Technical Allowance is granted to the Deputy Director (Technical) & Assistant Director (Technical)
T&Cs for the Revised Pay Package
The above-said allowance is subject to the following conditions:
It will not be counted towards the pension.
It will not be admissible in any kind of leave of 90 days and above as well as posting against OSD and leave reserve posts.
The engineers, in receipt of such allowance other than regular allowances, shall be entitled to one of the allowances, whichever is more beneficial.
It will not be admissible to the deputationist on their posting out of above said Departments and who are posted on deputation in the above said Departments, However, Engineers who are availing Technical Allowance in their parent departments will be entitled to the grant of said Allowance while on duty will be entitled to the great of said Allowance while on deputation in anti-Corruption Establishment, S&GAD and Provincial Disaster Management Authority (PDMA), Board of Revenue (BOR).
All other terms & Conditions will remain the same as per the Finance Department’s letter of even No. Dated 30.05.2019.
All the Departments and Attached Departments are requested to take further necessary action to implement the above policy.
