Government of the Punjab, Higher Education Department issued a Notification on 27-03-2023 in connection with a request for formal forwarding the case of Grant of Special Allowance @ 40% of Basic Pay BPS-20 and Above HED. The details are as under:

I am directed to enclose herewith a copy of the Note for Secretary Higher Education Department, received from Director (Planning & Budget) DPI(C) Punjab, Lahore, vide memo No. 4725/B-I, dated 27-06-2023 along with an application submitted by a representative of 425 officers of BS-20 and above of Higher Education Department regarding grant of Special Allowance @ 25% and @15% to the employees of Govt. of Punjab (BS-520) as already granted to BS-01 to BS-19.
Foregoing in view, Finance Department is requested to consider the request of the Director (Planning & Budget) DPI(C) Punjab, Lahore, regarding the grant of Special Allowance 25% of 2021 and 15% of 2022 to BS-20 & above Officers of Higher Education Department at the earliest in the larger public interest.
History of the SA BPS-01 to BPS-19
The Punjab Government employees BPS-01 to BPS-19 are already getting the Special Allowance @ 25% on the initial basic pay of 2017 pay scales and 15% of the running basic pay of Revised Pay Scales 2017. The details are as under:

Now the employees of BPS-20 and above of the Higher Education Department (HED) did not have these special allowances. Now they have demanded the same total of 40% of the basic pay scale. The Finance Department should also grant the said allowance to these employees too.
