I am sharing the rules for the Grant of Study Leave Outside Pakistan. These rules are extracted from the ESTA CODE. These rules are for teachers, professors, professional experts, such as Doctors and Engineers, etc. The details are as follows:

Grant of Study Leave Outside Pakistan

As per the ESTA CODE, the government had suspended the permission of study leave outside Pakistan under F.R. 84 read with Appendix No. 9 of F.R. & S.R. Volume II. Now, subject to the conditions in the succeeding paragraphs, the government lifts the ban on the grant of study leave.
2. Ministries and Divisions may grant study leave to professors, teachers, and professional experts like engineers and doctors, subject to the usual conditions, if Pakistan does not provide the necessary facilities in the relevant field of study.
3. Ministries and Divisions should grant study leave to other Government Servants, in consultation with the concerned Financial Adviser, only in exceptional cases after establishing that the proposed course of study will benefit the functions of the Ministry/Division and that no suitable or equivalent facilities for such study are available within the country.
