Government of the Punjab, Law and Parliamentary Affairs Department issued a Notification on 31-10-2025 in connection with the Punjab Regularization of Service (Repeal) Ordinance 2025. The details are as follows:

No. Legis:13-10/2025/3790.- The following Ordinance promulgated by the Governor of the Punjab is hereby published for general information:

The Punjab Regularization of Service (Repeal) Ordinance 2025 (VII of 2025)

An Ordinance
to repeal the Punjab Regularization of Service Act-2018.

It is necessary to repeal the Punjab Regularization of Service Act 2018 (XV of 2018) for the purposes hereinafter appearing.

Provincial Assembly of the Punjab is not in session, and the Governor of the Punjab is satisfied that circumstances exist which render it necessary to take immediate action.

In exercise of the powers conferred under clause (1) of Article 128 of the Constitution of the Islamic Republic of Pakistan, the Governor of the Punjab is pleased to make and promulgate the following Ordinance:

1. Short title and commencement.– (1) This Ordinance may be cited as the Punjab Regularization of Service (Repeal) Ordinance 2025.

(2) It shall come into force at once.
2. Repeal and Saving. – (1) The Punjab Regularization of Service Act 2018 (XV of 2018) is hereby repealed.

(2) Notwithstanding the repeal of the Punjab Regularization of Service Act 2018 (XV of 2018) under sub-section (1), anything done or action taken under any provision of the repealed Act shall continue to have effect as if the said Act had not been repealed.

Statement of Objects and Reasons
The Government of the Punjab intends to shift the mode of appointment from Basic Pay Scale to Lump Sum Pay Package so that the financial burden on the Government exchequer could be reduced, which is borne by the Government in the form of pension, etc. Hence, this Ordinance.
