I am sharing the details of the Admissibility of Full ARAs and Other Allowances During Leave on Half Pay. It is often confusing for many employees whether they will get pay and allowances @ half rates while they are on half-pay leave. It is to clarify that the employees on HPL will get only half basic pay and not the allowances. Only they will not get the Conveyance Allowance during any kind of earned leave. There is a Notification of the Finance Division that explains whether employees are entitled to receive the full amount of ad hoc relief allowance during half-pay leave. The details of the Notification are as follows.

Admissibility of Full ARAs and Other Allowances During Leave on Half Pay

Government of Pakistan Finance Division (Regulation Wing) issued a Notification on 03-07-2020 on the admissibility of ARAs during leaves. Reference Office of the Controller General of Accounts’ letter No. 1720/CGA/Reg-I/2019/164 dated 06-03-2020 on the subject noted above.

The Finance Division endorses the viewpoint of the Office of the CGA vide above-referred letter that all sorts of allces (except Conveyance Allowance) like House Rent Allowance, Medical Allowance, Orderly allce, etc., are paid in full during leave on half-pay. Therefore, Adhoc Relief allces shall also be paid in full during leave on half-pay, like other allce.
