Government of Gilgit Baltistan Finance Department issued a Notification on 05-04-2025 in connection with Clarification Decrease in Gross Pay on Time Scale Promotion from BPS-16 to BPS-17 in Edu Department GB. The details are as follows:
Clarification Decrease in Gross Pay on Time Scale Promotion from BPS-16 to BPS-17 in the Edu Department GB
As per the Notification, I am directed to refer to the Accountant General Gilgit-Baltistan’s letter bearing No.GAD/Pay-Fixation/2024-25, dated 6th November, 2025 on the subject cited above, and to say that the matter has been examined comprehensively by the constituted Committee notified by the Finance Department, Gilgit-Baltistan, vide notification bearing No.Fin-Reg-1(3)/2024-25, dated 25th November, 2025 in the light of the Fundamental Rules, allowance admissibility, audit practices, and precedents, and submitted its recommendations vide “Annex-A” (for ready reference). The Competent Authority has accorded approval to the recommendations of the committee for issuance of the following clarification regarding fixation of pay on Time Scale or regular promotion from BS-16 to BS-17:
“In cases where Time Scale or regular promotion from BS-16 to BS-17 results in an actual reduction in emoluments solely due to the withdrawal of allowances admissible to the lower post, a Difference Allowance on the pattern of Personal Pay as envisaged under the Fundamental Rules-9 23(a) & (b), may be allowed at the time of pay fixation. Such Difference Allowance shall be equal to the actual shortfall between the emoluments drawn prior to promotion and those admissible after promotion, and shall be granted strictly as a protective/compensatory measure in genuine hardship cases of Civil Servants only.”
Terms and Conditions
02- The above protective/compensatory measure shall be admissible subject to the following conditions:
i. This pay fixation mechanism/protective measure shall be applicable in all similar cases of Civil Servants with effect from the date of Notification of Time Scale Policy i.e., 26th September 2024.
ii. However, payments on these cases shall be admissible w.e.f 01-07-2025. No arrears will be paid prior to 01-07-2025 in any case.
iii. Difference Allowance shall not be treated as part of emoluments for the purpose of calculation of pension or gratuity.
iv. The arrangement shall not be construed as the creation or continuation of any allowance and shall remain purely protective in nature.
Conclusion /Decision
In view of the foregoing, your office is requested to regulate the fixation of pay in such cases accordingly, by allowing adjustment of the actual loss of emoluments as Difference Allowance, so as to ensure that no Government servant suffers any reduction in pay & allowances on account of Time Scale or regular promotion from BS-16 to BS-17 in future, please.
