Government of Pakistan, Finance Division issued a Notification on 04-02-2026 in connection with the Special Dispensation Civil Servants BPS-01 to BPS-16 grant of higher time scale. The details are as follows: The details are as follows:
Special Dispensation Civil Servants BPS-01 to BPS-16 (Federal) Pay and Allowances Higher Time Scale
Notification No. 9(7)R-1/2014-185/2025 Islamabad, the 04th February, 2026
As per the Notification, in continuation of Finance Division’s O.M. F. No. 9(7)R-1/2014-62/2023 dated 14-02-2023 on the subject noted above, it is clarify that on award of benefit of higher time scale under Special Dispensation Policy-2023, the civil servant of BPS-1 to BPS-15 will be entitled to pay & allowances sanctioned for that higher time scale instead of substantive pay scale w.e.f 01-07-2025.
Clarification / Summary
Now the employees with a higher time scale are eligible to get the following:
- House Rent Allowance of the higher Time Scale
- Conveyance Allowance of the higher time scale
- Medical Allowance of the higher time scale
- Rental Ceiling of the higher time scale
- Any Other allowance based on the higher time scale
- Basic Pay net above the higher time scale
Previous Routine
As per the previous practice, the employee with a higher time scale was only eligible to the following:
- Only Basic Pay net above the higher time scale
- No Allowance of the higher time scale
Notification No. 2
The undersigned is directed to find enclosed herewith Finance Division’s O.M No. 9(7)R-1/2014-185/2025 dated 04th February, 2026, on the subject noted above.
It is further clarified that this Division’s O.M of even No. dated 23-07-2025 may be treated as cancelled/withdrawn, as due to a technical error in e-office, it is showing an incorrect date.
