Government of Khyber Pakhtunkhwa, Finance Department has issued Notification No. SO(FR)FD/5-92/2005/Vol-V/6040 dated 25-08-2017 in connection with Notification 365 Days Leave Encashment KPK Government. Detail is as under:
In exercise of the powers conferred by section 26, of the Khyber Pakhtunkhwa Civil Servant Act, 1973 (Khyber Pakhtunkhwa Act No. XVIII of 1973, the Government of Khyber Pakhtunkhwa is pleased to directed that in the Khyber Pakhtunkhwa Civil servants Revised Leave Rules, 1981, the following further amendments shall be made, namely:-

In rule 21, for the figures “180” the figures “365” shall be substituted.

According to my knowledge, you will not get the benefits of any extra allowance during the period of EOL, however, you will get the same after your EOL ends. However, you should also confirm the same from any accounts office.

if a govt: servant died before 10 year service is he entitled for LPR of 365 days

Yes 100% even he has 20 years service
