In the Gazette of Pakistan, Extra Jan 9, 2019, 10 Days Paternity Leave for Government Employees has been included on 09-01-2019. Detail is as under:
10 Days Paternity Leave for Male Government Employees
A male employee in regular service shall be allowed paternity leave for a period of 10 days with full pay and allowances outside his leave account from the date of his wife’s confinement.

It is to mention here that Punjab Government has already allowed 7 days paternity leave for Punjab Govt employees.
Is this notification applicable on contract employees of Punjab Government ?
Is this applicable to Federal Govt Employees?

I think it is only for a specific federal office.
Please show notification issued from S&GAD or Finance Department regarding 10 days maternity leave Punjab Govt.

But F.D has issued only 7 days paternity leave instead of 10 days P.L

This does not apply to all Federal Government Employees! This extract has been taken from Service Rules of National Commission on the Status of Women, these rules are only applicable on employees of this Commission. To apply this on all Federal Government Employees, amendment in Revised Leave Rules 1980 has to be made.
