Government of the Punjab, Services & General Administration Department has issued a circular on 19-01-2021 in connection with the Latest Notification of Regularization Contract Employees Punjab Recruited under Rule 17-A.
Latest Notification of Regularization Contract Employees Punjab
This is a continuation of this department’s circular letter of even number dated 29.10.2019. This is regarding appointments under Rule 17-A of the Punjab Civil Servants (Appointment) and conditions of service) Rules, 1974 on regular basis.
As per regulations Wing, S&GAD’s aforesaid circular letter dated 29.10.2019, the service of all the employees appointed in terms of Rule 17-A of the Punjab Civil Servants (Appointment & Conditions of Service) Rules, 1974, were allowed to be made on regular basis. They stated in that letter that in the future all the appointments shall be made on regular basis. Accordingly, it was construed that the said direction was to be implemented prospectively. However, that viewpoint was challenged in the Lahore High Court, Lahore. The Honorable Court viewed that the employees inducted on a contract basis in terms of Rule 17-A ibid should be deemed, regular employees. And that is with effect from the dates of their initial appointments.
Accordingly, keeping in view the orders passed by Hon’ble Court dated 15.10.2020, the Regulations Wing, S&GAD initiated a summary for the Chief Minister on 21.10.2020 with the view that a circular letter may be issued with the direction to the departments to regularize the services of contract employees recruited under Rule 17-A of the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974 from the date of their initial appointment/induction into government service.
However, in the direction of the Chief Minister, Punjab they placed the matter before the Provincial Cabinet which in its 39th meeting. The meeting held on 17.12.2020 considered the issue and decided as under:-
“The Cabinet considered and approved the regularization of contract employees recruited under rule 17-A. That is of the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974 from the date of their initial appointment/induction into government service. And as per judgment of Lahore High Court, subject to recovery of 30% Social Security Benefit (SSB). This is according to the mechanism framed by Finance Department”.

Yes, he/she will get a job on a contract basis.
Agar contract employee ki in service death ho jati hai to KIA us k Bachon ya wife ko Rule 17A Kay tehat job milay gi ya nahi.
I am not sure but there is assistance package according to the court decisions.
Mam rule 17A walay notification k teht grade 16 k teachers jinhein 10 number milay hein unhein bhi permanent kia Jay ga?
I do not confirm about these employees however if they not regularized by Government they can appeal to the concerned department.
