Office of the Accountant General Punjab issued a letter to the Secretary Govt of the Punjab, Finance Department regarding Clarification Sought Admissibility of Special Allowance 2022 in initial or Running Basic Pay. The details are as under:
Clarification Sought Admissibility of Special Allowance 2022 in initial or Running Basic Pay
Please refer to Government of the Punjab Finance Department letter No.FD.SR.V.3-1/2021 dated 20.07.2022, on the subject cited above.
This office is in receipt of a number of queries from different District Accounts Offices regarding the admissibility of Special Allowance-2022 to the Civil Servants and contracts employees in BS-01 to BS-19 @15% of the Basic Pay Scales, 2017 as granted vide above-referred letter.
It may be clarified that the Special Allowance @ 15% shall be admissible on the Basic Pay of the Pay Scales 2017 as on 30.06.2022 or otherwise. The position may kindly be clarified at the earliest.

Notification of Grant of Special Allowance 2022 Punjab
Finance Department Punjab issued a Notification of Grant of Special Allowance 2022 Punjab on 20-07-2022. In this letter, there is simply mention of “On Basic Pay of 2017 Pay Scales”. There is no clarity on the 2017 pay scales initial or running/current basic pay.
The conditions mentioned in the letters of the below dates are also applicable for this special allowance 2022:

These conditions vide above dated letters are only for the admissibility of SA-2021 who are getting specific allowances. These letters contain lists of allowances that the employees already getting are not eligible for the Special Allowance 2021 and 2022.
Summary of SA-2022 Punjab
Cabinet approved para 5.5 which says the cabinet requests to grant this allowance on running basic pay. If we see this approved summary the employees of the province of Punjab are eligible for Special Allowance 2022 on running basic pay of 2017 pay scales. Here running basic pay means the pay employees drawing on 30-06-2022. It is not the initial pay of the 2017 pay scales.
