According to the AGEGA leader Mr. Rehman Ali Bajwa the summary of Upgradation of BPS-01 to BPS-16 Federal Employees Summary including the upgradation of clerical staff and time scale of other BPS-01 to BPS-16 employees has been prepared and signed in Ministry of Finance. The Minister of Finance has moved this summary to the Prime Minister for approval. Various newspapers and News Channels have shared this breaking news.
Upgradation of BPS-01 to BPS-16 Federal Employees Summary
It is good news for Federal Government employees, especially the Non-Gazetted Employees and BPS-16 employees. The signed copy of the summary I have not yet received. As soon as I get a copy of this summary I shall share for the information about the employees. According to the summary the following has been recommended for Federal Government Employees:

Upgradation of Clerical Staff (LDC, UDC)

Two Scale Upgradation / Time Scale
The employees of BPS-01 to BPS-05 will get two scales upgradation. It means if any employee has BPS-02 then he will get BPS-04 and BPS-04 employees will get BPS-06 and so on.
One Scale Up Time Scale
The employees of BPS-06 to BPS-15 (Except LDC and UDC) will get one scale-up time scale. The BPS-16 employee Superintendents will get a one-time up-gradation to BPS-17. BPS-16 technical and non-technical employees will get one extra increment.
All these up-gradations and time scale promotions are with effect from 1st January 2023.
Other demands of employees and Pay and Pension Committee
All other demands as per the pay and pension commission are expected in two months. Finance Division last time issued the Notification of the timeline for the recommendation of the pay and pension commission. These demands are an Increase in House Rent Allowance, Medical Allowance, Conveyance Allowance, and Regularization of Employees. However, there is news the regularization of contract employees under Prime Minister Assistance Package is under process, and the summary for the provision of regular appointment under PM Assistance package for the appointment on regular basis has been moved to Prime Minister too.

Sir what about the Federal government employees (BPS-1-16) of autonomous bodies department, defence paid like Pakistan Atomic Energy Commission (PAEC), NESCOM, KRL etc.??
At this moment, the employees who are getting DRA will get this allowance but lets wait there may occur some changes in the summary.

Not for provincial yet. Some provinces have already adopted this.

Still, in many federal government departments, last upgradation of technical staff was done in 1978 and never done again. But clerical staff got 2nd or 3rd upgradation (LDC BS 5 to 7, 7 to 9, and now 9 to 11) in last 15 years which is extremely unfair.
