Government of Pakistan, Finance Division (Regulation Wing) issued a Notification on 20-08-2025 in connection with guidelines for fixation of pay of federal employees of autonomous bodies, semi-autonomous bodies, or corporations, etc, working on deputation basis.

 

Guidelines for Fixation of Pay of Federal Employees

 

The Finance Division refers to its O.M.No.4(9)R-2/2018-417 dated 29.06.2021 on the above subject. In pursuance of the Supreme Court of Pakistan’s judgment dated 05.12.2024 in Civil Petition No.687 of 2022, it amends paragraph 1(c) of the aforementioned O.M. as under:

Para 1(c): The employee will draw as pay the stage of the time-scale of the new post, which equals his substantive pay in respect of the old post. If no such stage exists, he will draw the stage next below that pay plus personal pay equal to the difference. In either case, he will continue to draw that pay until he receives an increment in the time scale of the old post or until the period after which he earns an increment in the time scale of the new post, whichever is less.

Para 1(c): If an employee is from an autonomous, semiautonomous body or corporation or any other organization set-up, established, owned, managed, or controlled by the Federal Government and whose parent department has Special Pay Scales, then the pay of such employee will be fixed at the initial of the new post (Civil Post).
