Finance Division Govt of Pakistan issued a Notification on 15-10-2026 regarding Succession Certificate Rules 2026. It clarifies when a succession certificate is required for leave encashment and transfer grant and confirms that it is not required for the grant of family pension.
Clarification regarding requirement of Succession Certificate for Leave Encashment, Transfer Grant and Pensionary Benefits
As per the Notification, the undersigned is directed to refer to Ministry of Overseas Pakistanis & Human Resource Development’s O.M. No. F.4-6(4)/84-Admin-II dated 21.05.2026 on the subject noted above and to state that subject matter has been examined in consultation with AGPR, Islamabad. The AGPR, vide letter dated 02.10.2026, has informed that two claims relating to Leave Encashment and TA on Retirement, in respect of Mst. Munaza Shahid, were received. Both claims were initially returned with the observation that a Succession Certificate was required in terms of Establishment Division’s O.M. No. 8/65/2018-E-2 dated 29.10.2019. AGPR has confirmed that both claims were subsequently processed upon production of the requisite Succession Certificate.
Succession Certificate for grant of family pension
As far as requirement of Succession Certificate for grant of family pension is concerned, Finance Division has already clarified vide letter dated 17.12.2019, issued in response to AGPR Islamabad’s letter dated 17.04.2019, read with Auditor General of Pakistan’s circular dated 09.04.1983. Under the said clarification, family pension is to be sanctioned in accordance with eligibility criteria under the Liberalized Pension Rules as amended vide Finance Division’s O.M. No.1(13)-Reg.6/83 dated 23.10.1983. No succession certificate is required for grant of family pension.
