Government of Pakistan, Finance Division has issued Notification No. F.No.9(7)R-I/2014-515/2016 dated 01-07-2016 in connection with Notification of Upgradation of Clerical Staff Federal Govt.
According to this Notification, the undersigned is directed to refer to Establishment Division’s O.M No.1/13/96-R-6 dated 25th January 2016 on the subject noted above and to convey the concurrence of Finance Division for up-gradation of the posts of the following ministerial staff with effect from 01-07-2016:

The incumbents of the upgraded post will be entitled to the Annual Increment falling due on 1st December 2016 if otherwise admissible.
The above up-gradation is subject to the amendment in Recruitment Rules and filling up the upgraded post in accordance with Establishment Division’s D.O of the dated 31-12-2008.
A sanction letter to this effect may be referred for endorsement to this Division.

Antedated Upgradation of Clerical Posts of Federal Govt With Back Benefit W.E.F 2005
It is submitted that Federal Service Tribunal Islamabad Issued a Judgement regarding Up gradation of LDC, UDC vide No.4627 dated 04 May 2015,.The FST directed to Finance Division and Establishment Division to take necessary/appropriate steps to finalize the matter by removing of disparity in the pay scale LDC, UDC which has occurred among the similar posts of different organization of the Federal Government in the light of constitution of Islamic Republic of Pakistan vide article No.25(1) read with the article 38 also states that the disparity of pay scales of various classess of Pakistan must be resolved. It is mentioned here that the matter of disparity was the post of Junior auditor / LDC and Senior Auditor and Assistant were same before 2007 later on Junior auditor and Senior Auditor ware up-grated in 2010, with back benefit with effect from 2005 and occurred the disparity among the similar posts LDC UDC of Federal Govt employees have challenged the matter of discrimination in FST and above mentioned decision out come in this regard .According to Judgement FST has directed to concerned authority to upgrade the post of LDC UDC like Auditor ie with back benefit 2005 while Federal speech up gradation of LDC 7 to 9 UDC 9 to 11 Assistant 14 to 16 Which has occurred

All Provincial Governments has already upgraded their junior and senior clerks from BPS-7/BPS-9 to BPS-11/BPS-14 respectively. But our Federal Government is announced that Federal Govt.Clerks will be upgraded from BPS-7/BPS-9 to BPS-9/BPS-11 from 1st July,2016. This unfair for Federal Government Clerks and against the FST/High Court decision.
