Pay Fixation of an Employee on Promotion from BPS-16 to BPS-17

I am here sharing the example of Pay Fixation of an Employee on promotion from BPS-16 to BPS-17 on 7th July 2022. The pay of the said employee, you can fix in two ways.  In the said example the employee’s pay involves the Revised Pay Scales 2022, Annual Increment, and Option situation.  The employee had 41710/- basic pay in BPS-16 as on 30th June 2022.

We can fix the pay of the employee without option and without option. After checking through fixation we shall see in which method the employee has more financial benefit. The more financial benefit method, we shall adopt as pay fixation.  Let’s fix the pay of the employees with both methods:

Pay Fixation without Option

Merits of Option

Mostly while using the option we get the benefit of one increment. That is always useful in the future.

Demerits of Option

 

While using the option we don’t get the benefits of pay and allowances till 1st December of that year. So there is a loss of pay and allowances temporarily for a few months or days. But this loss is temporary; as a result of this loss, you will get a benefit of one increment that is permanent. So using of option is far better in case of pay does not remain the same with option and without option.

Conclusion

 

In the above pay fixation, we see that on 2nd December the pay of the employee without option is 65590/- while with option pay becomes 69010/-. Thus the employee has more benefits of 1x increment while using the option. So we shall see in this example adopt the option. Sometimes the pay with option and without option remains the same. In this situation, we shall not use the option.

  1. aoa dear our one office upgraded in BPS1-18 and his pay is more than one increment of the minimum of the BPs-18 he has of the view that he may be given minimum of BPs-18 plus one increment but our view is that he already availing the benefits of more than one incrment so help us in this regard

  2. when an officer upgraded to 16 0n 1/7/2015 then promoted to another bps-16 on 8/7/15 after that promoted bps-16 on 9/12/2022 what will be the pay fixation while pay on 1/7/2015 is 30986

    I need your assistance in the matter of fixation of pay. I have appointed as Accounts Assistant BPS-14 from ALM BPS-05 in April-2012. At the time of pay fixation the pay was on Rs. 6,700/-, whereas the initial basic pay of Accounts Assistant was Rs. 8,000/-.

    I have question that why I was not allowed pre-mature increment after fixation at Rs. 8,000/-, whereas Authority’s clear clarification is available that DIRECT APPOINTMENT FROM LOWER POST TO HIGHER POST should be treated at par of the promotion and pay should be fixed at next stage above by allowing pre-mature increment.

Dear, please guide me that, we the stenographers working in Judicial Department, my question is that on 01.7.2012, we were in BPS-12, thereafter, in April 2013 we were upgraded from BPS-12 to BPS-16 w.e.f 01.7.2012 and our pay was fixed from BPS-12 to BPS-15 w.e.f 01.7.2012. Thereafter, 13 Stenographers filed a petition before the Honourable High Court, for their upgradation from BPS-15 to BPS-16 w.e.f 01.7.2012, and the same was allowed and their pay was fixed from BPS-15 to BPS-16 w.e.f 01.7.2012, but remaining stenographers were left, then on the basis of above 13-Stenographers we filed Petition for similar treatment and such petition was allowed in the year 2022. In the meantime, all the stenographers of Sindh were allowed BPS-16 in the month of March 2018. Now I fixed my pay from BPS-15 to BPS-16 w.e.f 01.7.2012, but Treasury officials are objecting that their pay be fixed from BPS-12 to BPS-16 as a period of upgradation is the same. Now what I can do, please guide me as early as possible.
    It is pertinent to mention here that when I am fixing pay from BPS-12 to BPS-16 w.e.f 01.7.2012, then may basic pay is remained same on availing obtion, while without option, my pay is being decreased one increment.

If an employee working in BS 16 (with Basic pay 68,750) gets time scale promotion to BS-17 in August 2022 and is regularly promoted to BS 17 in Sep 2022, Where the pay will be fixed on 01.12.2022. In such case, will there be any advantage of double pay fixation (one for time scale and second for regular promotion) Please advise

    I got TSP w.e.f 04-08-2022 from BS-16 to BS-17.I need your kind guidance regarding pay fixation and pay increase.My basic pay is 52930/-.and I think there is no benifit of option.

    You are doing a great job while helping out the employees regarding their official issues / clarifications.

    My question is, the employees who are being promoted through Time Scale Promotion after 1st July, will be entitled for Premature Increment or else?

    2ndly, if few departments use delay tactics for constituting Time Scale Committees, is there any rule or option for considering Time Scale Promotion in back dates with arrears? Or it will be considered that date, when TSC approved the final minutes / PCs..? Plz reply.

    1. As per new Time Scale Policy, The TSP will be granted from the date of DPC and I have heard that there are chances for premature increment on time scale otherwise at this moment there is no premature increment on time scale promotion.

    I am working as UDC in a federal department in BPS-11; I do not have much knowledge about accounts (Pay Fixation & Pension Calculation etc) my basic pay as on 30-06-2022 was Rs. 38970/-. How, will they fix my Pay in revised scales on 02-12-2022.

    Secondly, what are the chances of upgradation of BPS in Federal Government (on the pattern of KPK and Punjab Government), in near future?

Sir, an employee is working as Assistant BPS-16 and will retire in July 2022 his promotion in same Grade BPS-16 as “Assistant Superintendent BPS-16” on vacant post is expected, What is better for him? retirement as “Assistant BPS-16” or Retirement after Promotion as “Assistant Superintendent BPS-16” whereas he is also entitled to get Annual Increment due on 01.12.2022 (Retiring Increment). Please Guide with Thanks

    1. He should get the benefit of promotion and I have heard that on the same scale there is no need of giving OPTION. In Same scale promotion, you will get also two increments one is next above and 2nd one is the premature increment.
