I shall today explain with examples the difference between Time Scale Promotion and Regular Promotion. It seems that both are the same but it is not so. Some allowances changes and some don’t on TSP and regular promotion. House Rent Allowance doesn’t change on Time Scale Promotion. Let’s go through in detail the difference between both.
Difference Between Time Scale Promotion and Regular Promotion
The main difference between the both is that in Regular Promotion designation of the post changes while in Time Scale Promotion the number of Pay Scales changes.
Time Scale Promotion
Time Scale Promotion means the promotion of an employee after a particular period of time. Not all the departments have the same scheme of promotion; neither all employees of the same department have the benefit of this scheme. For example in the Federal Directorate of Education (FDE), teaching staff have the right to TSP while the non-teaching staff is deprived of it. You can read the formula of T.S.P in FDE for your information. Some categories of teachers get T.S.P after 5 years, some after 7 years, and others after 10,12, 19, and 24 years. If there is a teacher who was appointed on 15-01-2015, he/she will get the next time scale promotion to a higher scale wef 16-01-2021.
Designation of the Employee Changes or Not?
In Time Scale Promotion only the pay scale number changes but the designation of the employee remains the same.
How to Fix pay on Time Scale Promotion?
In time scale, the Basic pay of the employee is fixed to next above of the higher scale only. The employee does not get a premature increment. The following Allowances remain the same:
Changes in Allowances on TSP
In Time Scale promotion some allowances change and some do not.
Allowances that will not change are as under:
Allowances Which Doesn’t Change in TSP
- House Rent Allowance
- Medical Allowance
- Conveyance Allowance
- Disparity Reduction Allowance 2021 @ 25%
- DRA-2021 @ 15%
- Adhoc Relief Allowance 16 @ 10%
Allowances that will Change in TSP
- All Adhoc Relief Allowances that are on Running Basic Pay i.e 2017, 2018, 2019, 2021
Regular Promotion is the change of the Designation of the employee. In regular promotion sometimes the pay scale number remains the same but in most cases, it changes. If the employee has already availed T.S.P his/her pay scale remains the same if he/she is promoted to the pay scale that is he/she already availing through TSP. In this way, the employee will get two increments on promotion within the same scale.
Fixation of Pay on Promotion
In regular promotion, the employee’s pay will fix by allowing the next above increment and premature increment. The next above increment may be equal to the regular increment or less.
Changes in Allowances on Regular Promotion
In regular promotion also some allowances change and others may not change.
The following Allowances will change:
Allowances that will change/not change
- House Rent Allowance (HRA) will change
- Medical Allowance (will change In some cases)
- Conveyance Allowance (will change In some cases)
- Disparity Reduction Allowance 2021 @ 25% (Will change if promotion prior to 1st March 2021)
- DRA-2021 @ 15% (Will change if promotion prior to 1st March 2022)
- Adhoc Relief Allowance 16 @ 10% (Generally will not change but in rare cases will change)
- All Adhoc Relief Allowances that are on Running Basic will change
If the employee is promoted from the following pay scales then his/her CA will increase otherwise will not:

Medical Allowance from BPS-01 to BPS-16 is the same. For Federal, it is Rs. 1500/- per month. So promotion within these pay scales will not affect the Medical Allowance. However, it may increase for promotion from BPS-16 to higher pay scales. We shall calculate the medical allowance for promotions from BPS-16 to higher pay scales as under:
15% of the initial Revised Pay Scales 2008 + 25% increase
This should not be less than 1500/- in no case.
Adhoc Relief Allowance 2016
Adhoc Relief Allowance may differ for the promotion to higher pay scales in rare cases. It is frozen wef 01-07-2017 vide Notification of revised pay scales 2017. For the new entrants or promoted employees, we shall calculate 10% of the initial of the concerned pay scale in the Revised pay Scales 2017. If this amount is less than the employee already drawn, then the employee will get his/her previous ARA-2017.
