Government of Sindh, Finance Department issued a Notification on 17-03-2023 in connection with Clarification Regarding the Annual Increment / Running Scale for Untrained HST Science Teachers from the date of appointment. The details are as under:
The senior section officer issues a letter for making clarification on granting arrears of HST Science teachers. He issues a letter on 17th March 2023. The Accounts Department must follow the instructions that the secretary gave. The finance department must release the remaining unpaid areas and annual increments of HST science teachers. The Petitioners in all these petitions are HST Science Teachers who have prayed that the Department should treat them on equal footing with HSC Science teachers of other Districts. Provinces give benefits of annual increment that other HST Science teachers should get. Department has granted to them in accordance with the judgment of the Honorable Supreme Court in Civil Appeal No.117.
HST Science Teachers Arears and Annual Increment case
Senior Section Officer Finance department Sindh Government refers a letter to Account Officer Karachi. This letter is about clarification regarding the running scale annual increment. District General Account Office Karachi makes clarification about arrears of untrained HST Science teachers. All HST Science teachers send appeals to the Honorable Supreme Court of Pakistan. They appeal to sanction their annual increment and arrears. They claim their unpaid arrears and annual increments.
Entertaining Cases of Unpaid Increments and Arrears
Account General Sindh conveys to the Finance department to entertain all such cases. Section Officer directs to a reference letter regarding this unpaid arrears issue. Arrears refers to the amount of money that is not paid till the due date. We can simply say it is a late payment. The Petitioner HST teachers got appointments as untrained science teachers, on a B.Sc. basis at the respective times in BPS-15. It was submitted that notwithstanding the Petitioners have obtained qualifying credentials of higher education. The finance department must pay these arrears and increment amounts.
Allowing Payment of Arrears with the date of appointment
The Education & Literacy Department issues orders for allowing running scale and annual increments in respect of un-trained teachers from the date of their appointments. The recognition of teachers by paying arrears can help strengthen a sense of pride in teachers and help them feel respected and supported.
