The Finance Division has sent a Letter to the Ministry of Defence in connection with Clarification Adhoc Relief Allowance 2023 Freeze or Unfreeze. It also clarified that the new entrants will get this ARA-2025 @ 35% and 30% (BPS-01 to BPS-16 and BPS-17 to BPS-22). The details are as under:
Notification Clarification Adhoc Relief Allowance 2023 Freeze or Unfreeze
The Finance Division gives proper responses to all basic queries regarding the Grant of Adhoc Relief Allowance to the Employees of the Federal Government.
It is specifically granted to the federal government employees. It includes newly entered employees who joined any federal government department on 01-07-2023. About the grant, the section officer sent some queries to the finance department about the admissibility or provision of this allowance to them. After official communication finance department responds to the queries. All replies are according to the policies or rules of the Government of Pakistan. The consultation with the Regulation Wing of the finance department clears all queries about the admissibility of this allowance.
Admissibility of ARA 2023 for New Entrants, Annual Increment and Promotion Upgradation
The first query is about the admissibility of ARA 2023 @ 35% and 30% for employees who joined any federal department recently. As per response, they are eligible as per joining on or after 01-07-2023. The employees of BPS-01 to BPS-16 will get 35% Allowance. It is applicable on a minimum of the relevant basic pay scale. It may Frozen at the same level. For employees of BPS-17 to BPS-22, the grant of this allowance is 30%.
In another query, the finance department responds that the amount shall remain frozen. This case is for enhancement of the ibid allowance in basic pay on a grant if annual increment for the year 2023 or on the subsequent increase.
The allowance shall remain frozen for employees on promotion to a higher pay scale.

It is authentic in the Notification of ARA-2023 it was also mentioned that it will be on the pay as on 30-06-2023. So it will be on the pay as on 30-06-2023 not on the pay as on 1st December 2023.
A new promotee to the same rank will get less pay than the one who was directly appointed in the same scale?

It is authentic in the Notification of ARA-2023 it was also mentioned that it will be on the pay as on 30-06-2023. So it will be on the pay as on 30-06-2023 not on the pay as on 1st December 2023.
