I am sharing the Chart of Increase in Salary All Government Employees wef 1^st Dec 2023 due to Annual Increment 2023. This year with effect from 01-12-2023 Government employees will get an enhancement in their salaries only due to the annual increment 2023. All other allowances are at a frozen level for general cadre employees. There may be some allowances on running basic pay in some departments. These allowances will increase (if any). However, all the allowances being on the frozen level will not increase this year.

 

BPS-01 to BPS-22 Employees Chart of Increase in Salary All Government Employees Dec 2023 due to Annual Increment 2023

 

I have prepared a simple table of increase in salary of the Government employees of BPS-01 to BPS-22.  The employees of BPS-01 to BPS-22 will get an annual increment 2023 with effect from 1^st December 2023. The table of increases in salary is as under:

Allowances That Are Frozen

 

The following allowances are frozen with effect from the dates mentioned against each:

Notifications for Proof

 

I shall explain in detail each allowance that the Government froze via letters of various dates. The detail is as under:

 

Disparity Reduction Allowance 2021 @ 25%

 

The Finance Division granted Disparity Reduction Allowance 2021(DRA-2021 @ 25% of the running basic pay as of 1^st March 2021 vide Notification No. 14(1)R-3/2021 dated 03-03-2021. It also froze the same allowance with effect from 1^st Mar 2021.

 

 

Disparity Reduction Allowance 2022@ 15%

 

After the struggle of the employees Federal Government again granted DRA 2022 @ 15% of the running basic pay and also made it frozen with effect from 1^st March 2022 vide Notification F.No.14(1)R-3/2021-69 dated 23 -02-2022.

 

 

Adhoc Relief Allowance 2022 @ 15%

 

Federal Government issued the Notification of Revised Pay Scales 2022 with effect from 1^st July 2023. Vide the same Notification Finance Division also granted Adhoc Relief Allowance 2022 @ 15% on the existing basic pay of previous revised pay scales 2017. The Federal Government also froze the same allowance vide Notification No. F.No.1(2)Imp/2022-283 dated 01-07-2022.

 

 

Adhoc Relief Allowance 2023 @ 30% and 35%

 

Finance Division issued a Notification No. F. No.1(1)Imp/2023-226 dated 04-07-2023 in connection with Adhoc Relief Allowance 2023 (ARA-2023) @ 35% for BPS-01 to BPS-16 employees and 30% for BPS-17 to BPS-22 employees. If we look at the Notification we see that it is written that this allowance is 35% and 30% of Basic Pay as on 30-06-2023. If the pay at a later stage increases it will not increase.  The Finance Division mentioned that on the pay as of 30-06-2023. It did not mention on the running basic pay etc. If so then it would increase with the increase of pay.

               On the other hand, the Finance Division has sent a clarification letter to the Ministry of Defence regarding frozen  Adhoc Relief Allowance 2023 on the pay as on 30^th June 2023.

So from the above discussion, we conclude that no allowance is on the running basic pay. So only one increase will increase on 1^st December 2023.

 

 

Who will not Get the Annual Increment 2023?

 

• The employees who got an appointment on 1^st June (After Noon) or later will not get the annual increment 2023.
• Employees whom the Department promoted/upgraded/granted time scale or re-appointed after 1^st June 2023 will not get an annual increment in 2023 unless they use the option to fix the pay on 2^nd December after getting an annual increment in the previous pay scale.
• Some employees may have a penalty of stoppage of annual increments due to disciplinary cases.
