The Latest Notification Amendment in Pension Rules 2025 (Sindh Government)

Government of Sindh, Finance Department issued a Notification on 06-08-2025 in connection with Amendment in Pension Rules 2025 for Sindh Employees / Pensioners. The details are as follows:

 

Amendment in Pension Rules 2025 for Sindh

 

As per the Notification,

 

Government of Sindh Finance Department issued a Notification No. FD(SR-III)3-2962/2025 on 6th August 2025:- In exercise of the powers conferred by section 26 of the Sindh Civil Servants Act, 1973, the Government of Sindh is pleased to make the following amendments in the West Pakistan Civil Services Pension Rules, 1963, with immediate effect:-

 

AMENDMENTS

CHAPTER-IV In rule 4.1, after sub-rule (2), the following new sub-rule shall be added:-

“(3) Government may increase the pension annually or after such period and at such rate as deemed appropriate:

Provided that net pension (Gross Pension less Commuted portion of Pension) calculated at the time of retirement will be termed as baseline pension; and any increase in pension shall be granted on baseline pension, and each increase shall be maintained as a separate amount until the time Government decides to review and authorize any additional pensionary benefits; and such review of baseline pension structure will be conducted by Finance Department after every three years:

Provided further that the current pension of existing pensioners shall be considered as the baseline pension.

Provided also that baseline pension shall be deemed to include restored commuted portion of pension as and when restored.”

in rule 4.4, after sub-rule (2), the following new sub-rule shall be added:-

“(3) Pension shall be calculated on the basis of the average of pensionable emoluments drawn during the last twenty-four (24) months of service prior to retirement; provided that the post has been held by him on a regular basis.”;

(iii) in rule 4.10 –

  • For sub-rule(1), the following shall be substituted:-

“(1) “Family” for the purpose of payment of family pension shall mean (a) widow/widower; (b) children with disabilities; and in case the Government servant dies without getting married or otherwise, his or her mother and father.

 

Explanation:- “The term ‘children with disabilities’ means those

 

children who become disabled before attaining twenty-one (21) years of age, having a certificate of disability under the Sindh Empowerment of Persons with Disabilities Act, 2018, and further having a certificate from the Special Medical Board that the child is physically or a person with an intellectual disability , permanently uninformed and cannot be gainfully employed.”;

in sub-rule (2)(A) —-

 

(i) in clause (i), sub-clause (b) and sub-clause (c), for the word “children”, the words “children with disabilities” shall be substituted;

 

(ii) in clause (i), after sub-clause (c), the following new sub-clause shall be added:-

 

“(d) In the case of a married female Government servant, if she intimates in writing to the Accounts Officer/Head of the Office that her husband should not be included as a member of the family for the purpose of family pension, then he will no longer be considered a member of the family unless subsequently she cancels in writing.

 

(iii) for clause (ii), the following shall be substituted:-

 

“(ii) Failing a widow or widower, as the case may be, the pension for life shall be divided equally among the children with disabilities.”;

 

(iv) clause (iii) shall be omitted;

 

(c) in sub-rule (2)(B) –

 

(i) for the words “If the family pension is not payable under clause (A), it may be granted”, the words “If the family pension is never paid under clause (A), it may be granted” shall be substituted;

 

(ii) in clause (i), the following shall be substituted:-

 

“(i) to the mother for 10 years, in case when a Government servant dies without getting married or otherwise having no family as described in Rule-4.10(2)(A).”;

 

(iii) for clause (ii), the following shall be substituted:

 

“(ii) failing the mother, to the father, for 10 years or remaining period of 10 years, as the case may be, in case when a Government servant dies without getting married or otherwise having no family as described in Rule-4.10(2)(A).

 

Illustration: If a Government servant dies leaving behind no family except mother/father, then family pension will be granted to mother for a period of ten (10) years. If the mother dies during that period, then pension will be re-granted to father for the remaining period of ten years.”;

 

(iv) clause (vi) shall be omitted.

 

 

in sub-rule (3) –

 

(i) for clause (a), the following shall be substituted:-

 

“(a) to widow/widower of a Government servant’s family, in the event of her/his re-marriage.”;

 

(ii) clause (b) shall be omitted;

 

(iii) after clause (d), the following new clauses shall be added:-

 

“(e) to a person who is already drawing a family pension from any Government, unless opt in writing to draw one of the pensions;

 

(f) to a serving or retired Government servant, except the family pension of his/her spouse.”.

 

  1. In CHAPTER V, in rule 5.3, for sub-rule (1), the following shall be substituted:-

 

“(1) The following certificate shall be recorded by the Government servant or by a family member (in case of family pension) in the pension application:-

 

“I hereby declare that I have neither applied for nor received or is receiving any pension/family pension (excluding spouse’s family pension) or gratuity from any government in respect of any portion of the service included in this application and in respect of which pension/ family pension (excluding spouse’s family pension) or gratuity is claimed herein, nor shall I submit an application hereafter without quoting a reference to this application and to the orders which may be passed thereon.”.

 

  1. In FORM-3 (PEN), in Part 1, for paragraph 2, the following will be substituted;

 

“2. I hereby declare that I have neither applied for nor received or is receiving any pension/family pension (excluding spouse’s family pension) or gratuity from any government in respect of any portion of the service included in this application and in respect of which pension/family pension (excluding spouse’s family pension) or gratuity is claimed herein, nor shall I submit an application hereafter without quoting reference to this application and to the orders which may be passed thereon.”.
