Notification Regarding Admissibility of Allowances During LPR (Leave Preparatory to Retirement)

The Government of the Punjab, Finance Department issued a Notification on 12-08-2025 in connection with the Admissibility of Allowances During LPR. The details are as follows: 

Advice Regarding Admissibility of Allowances During LPR

 

As per the Notification, I am directed to refer to your letter bearing No. MSG(M-0/2019)- 1592/2023, dated 21st November, 2023, on the subject noted above.

The case has been examined, and it is clarified as under:

 

Sr No Question AD Reply of the Finance Department
1 Special Allowance 2009 @20% Special Allowance @ 20% of Basic Pay will not be admissible to employees (BPS-01 to BPS-22) of Civil Secretariat, Punjab who avail LPR for more than 120 days as per clarification issued vide No. FD.PR-2.1/2009, dated 22-02-2012 (copy enclosed).
2 Civil Secretariat Allowance @ 100% Civil Secretariat Allowance and Governor’s House/Governor’s Secretariat Allowance are performance-based allowances; therefore, none of these allowances will be admissible during LPR
3 Governor’s House Allowance @ 50%
4 Utility Allowance Utility allowance will be admissible during LPR in the light of the letter of the Finance Department bearing No.FD, SR-I-9-14/2002 (P), dated 31-01-2017.
5 Adhoc Relief Allowance 2022 Adhoc Relief Allowance-2022 & Adhoc Relief Allowance-2023 are admissible during the entire period of LPR, as per para-7(iv) of Finance Department circular letter bearing No. FD.SR-V/2-3/(1)2/2022 dated 21-07-2022 (copy enlosed) & para-1(ii) of circular letter bearing No.FD.V/4-1/2023, dated 18-07-2023 (copy enclosed).
