Government of Khyber Pakhtunkhwa, Establishment Department issued a Notification on 19-09-2025 in connection with the To Go Back (Re-Join) Previous Job (LIEN) Rules 2025 KPK Employees. As per the rule, if the employee gets a new job and he receives proper channel and also gets the LIEN, then the employee has the right to rejoin his previous job within a specific period of time. The details are as follows:

As per the Notification of Establishment Department KP of dated 19th Sep 2025, the employee can get the LIEN as per the following rules:
Acquiring the Lien
Upon confirmation on a permanent post, a civil servant shall acquire a lien in that post and shall retain it during the period when the employee:
- Hold a temporary post other than a post in a service or cadre against which he was originally appointed;
- Holds a post on deputation to the Federal Government, a provincial government, an international organization, a corporation, or an autonomous or semi-autonomous body within or outside Pakistan;
- Is called to duty in the armed forces as a reservist of the armed forces of Pakistan; and
- Is on joining a transfer to another post.
A Civil servant, acquiring a lien under sub-rule (1), shall cease to hold a lien acquired previously on any other post.
Grant of lien or right of reversion to a civil servant on his subsequent appointment against a civil post
(1) Notwithstanding anything contained in rule 3 of these rules, lien or right to reversion shall initially be granted to a civil servant, by the competent authority, upon his appointment against a civil post, in any department or office under the Federal Government or any provincial Government, for a period of fourteen (14) months.
The period of lien shall be extendable for a further period of ten (10) months, in case of extension of the probation period on a new assignment:
Provided that the concerned civil servant shall cease to hold the lien after the maximum period of two (2) years:
Provided further that lien shall not be granted to a Civil servant, if he is appoint in autonomous or semi autonomous body, under the control of Deferal Government or any provincial Government, local authority or private organization, whereunder he ceases the status of civil servant, in accordance with the rile 11 of the West Pakistan Civil Services (Application for the posts) rules, 1957.
The Facility of lien shall be admissible to those civil servants whose services have been confirmed upon successful completion of their probation period.
Repeal and Saving
(1) Upon the coming into force of these rules, all previous rules, notifications, orders, and instructions pertaining to lien, issued from time to time, shall stand repealed.
All actions taken, orders passed, or proceedings initiated under the repealed rules, notifications, orders, and instructions shall be deemed to be validly done, made, passed, commenced, and taken, accordingly.
Explanation of LIEN
The LIEN Rule is very good for the employees. Sometimes, the employees get a new job after applying through the proper channel and join the new job. But after some time, they don’t feel comfortable in that post and want to go back to their previous post. In this way, the LIEN works, and the employee can get back to his post after a specific period of time if he had already gotten the LIEN. The employee gets a lien at the time when he is relieved from his previous department, and the same department provides him with a lien.
