Constitution of Committee to Review Allowances for Federal Govt Employees 2025

The Government of Pakistan, Prime Minister’s Office, has issued a letter on 28 October 2025 in connection with the Constitution of the Committee to Review Allowances for Federal Government Employees. The employees of Federal Setup are getting some allowances at different rates in different departments or within the same department. To minimize the difference in these allowances, the PM Office has constituted a committee. The details are as follows:

 

Committee to Review Allowances for Federal Govt Employees

 

Reference Ministry of NHSR&C’s No.9-17/2015-E-III, dated 01.10.2025, was placed before the Prime Minister, who has been pleased to observe that complaints regarding anomalies and discrimination in the pay/allowances are pouring in regularly by different organizations/departments, which require a comprehensive review/assessment to take an informed policy decision.

  1. In view of the above, the Prime Minister has been pleased to constitute a Committee, comprising the following members:-

Sr. No. Members
i. Secretary, Finance Division (Convener)
ii. Additional Secretary (Regulations), Finance Division
iii. Representative of the Establishment Division (not below BS-21)
iv. Representative of the FBR (not below BS-21)
v. Representative of the Defence Division (not below BS-21)
vi. Representative of the NHSR&C Division (not below BS-21)
vii. Representative of the Commerce Division (not below BS-21)
viii. Any Other Co-opted Member
  1. The Committee shall have the following TORs:

a.        Review the existing structure of pay/allowance admissible to employees working under the Federal Government, particularly with reference to the nature of their job;

b.        To review petitions highlighting anomalies/discrimination received by the Finance Division from different organizations/departments and ascertain the factual position;

c.         Work out the financial implications and the budgetary requirements to address the anomalies (if any); and

d.         Any other important matter that is incidental to the issue.

  1. Finance Division shall notify the Committee and act as its secretariat. The report of the Committee shall be finalized and submitted for the perusal and orders of the Prime Minister, within 30 days.

 

Main Allowance with Difference

 

Federal Employees are getting some allowances with a much difference. Some employees are getting higher rates, while others are getting lower rates. On the other hand, some employees are receiving specific allowances, while others are not receiving any at all. Some main allowances are as follows:

 

  • House Rent Allowance / Rental Ceiling of Hiring
  • Conveyance Allowance (Less Rates for employees)
  • Medical Allowance (Less Rates for all employees)
