I am sharing the latest notification regarding the Opening of Pension Accounts under the Punjab Defined Contribution Pension Scheme Rules 2025 with fund managers for the employees appointed after the insertion of Section 18-A in the Punjab Civil Servants Act, 1974, and the implementation of the Punjab Defined Contribution Pension Scheme Rules, 2025. This notification, issued by the Finance Department of Punjab, provides instructions for establishing pension accounts and contributions. The details of notifications are as follows.

Opening of Pension Accounts with Fund Managers Of The Employees Appointed After Insertion Section 18-A In The Punjab Civil Servants Act, 1974, and Implementation of the Punjab Defined Contribution Pension Scheme Rules, 2025

 

As per the Notification, I am directed to refer to the subject noted above and to state that consequent upon the amendment by inserting Section 18-A in the Punjab Civil Servants Act, 1974, with effect from 08.01.2024, all civil servants appointed on or after, are required to contribute to the Defined Contribution Pension Scheme governed under the Punjab Defined Contribution Pension Scheme Rules 2025. Punjab Pension Fund, established as a Special Institution of the Finance Department, has been assigned the function of facilitating the employees’ enrollment in the scheme as per Rule 4(18) of the rules ibid. In this context, the following Resource Persons of the Punjab Pension Fund may be contacted by the concerned Drawing & Disbursing Officer (DDO) for the facilitation and guidance of the Departments:

In view of the above, it is advised to direct all concerned DDOs / Head of the Offices within the department, as well as attached departments, to ensure the commencement of the contribution at the prescribed rate by the employees hired on or after 08.01.2024, and that the Pension Account with the Eligible Fund Manager be opened in coordination with the Punjab Pension Fund on priority within one month, so that monthly contributions of the employees and Government may be initiated by the Accountant General, Punjab / District Accounts Officers accordingly.
