I am sharing the latest Judgment Advance Increments Case update regarding the instructions issued by the Military Accountant General. This includes directions about advance increments, documentation requirements, and verification procedures. The details of the Notifications are as follows

In this regard, please refer to this office circulars dated 17.12.2024, 10.04.2025 & 27.05.2025, supported with the subject judgment and judgment passed in r/o Mr. Zahoor Ahmed case, under which detailed clarification for grant of advance increments on account of higher qualification of FA / BA has already been made.

As regards your point of concern, it is once again intimated to go through the contents of the subject judgment dated 16.10.2023 in true letter and spirit under which appellant Mr. Ishfaq Ahmed has been granted advance increments. In contrast, he was not in receipt of the same previously, and there was no question of recovery from his pay/emoluments in the pertinent case.
Instructions
It is also added to adhere to the following instructions before submission of such cases to this office:
i. Grant of advance increments may be notified through office order supported with copies of certificates/degrees verified from the Boards / University concerned and submitted to this office, duly verified by the audit office concerned.
ii. It may be ensured that entry of passing of such exams in the past has officially been then notified besides endorsement of same in the service books and now grant of such advance increments on account of higher qualification are also endorsed in service books of each officer and countersigned by audit office concerned besides provision of copies of certificate/degree to this office duly verified by Board / University concerned.
iii. Policy regarding grant of advance increments as devised vide Fin Div OM No. F.1 (12)-Imp-II/91 dated 15.04.1992 & No. F.1 (13)-Imp dated 07.12.1992 (copies attached) must he adhered to in letter & spirit, which states the key aspect in the matter that officials with the 2nd division of FA / BA, who were appointed on matric basis and earlier granted one increment w.e.f. 01.07.1987, and the second increment w.e.f.01.06.1991 were allowed the right of option for the grant of both increments w.e.f. 01.06.1991, subject to the provision of option till 15.01.1993, and afterwards, they are not eligible to avail the right of option at this belated stage and therefore cannot be granted all increments w.e.f the same date, i.e., 01.06.1991.
iv. Revised LPCs after grant of an advance increment on account of a higher qualification are required to be duly verified by the respective audit office and Pay Fixation Proforma, duly countersigned by the Controller concerned.
It is, therefore, instructed to examine all such cases in the light of this office circulars and judgments referred above, after verification of the facts from the service books of the officers concerned, and submit to this office after fixation of their pay in the non-gazetted period, along with supported information/documents as mentioned above.
