Government of Khyber Pakhtunkhwa, Establishment Department issued a Notification on 05-12-2025 in connection with the Amendment Recruitment Rules 2025 of the Son/Widow of Martyred Civil Servants. This update explains the new appointment process for the widow or the eldest son of a civil servant who died due to terrorism. The details of notifications are as follows

As per the notification, In exercise of the powers conferred by section 26 of the Khyber Pakhtunkhwa Civil Servants Act, 1973 (Khyber Pakhtunkhwa Act No. XVII of 1973), the Chief Minister of Khyber Pakhtunkhwa is pleased to direct that in the Khyber Pakhtunkhwa Civil Servants (Appointment, Promotion and Transfer) Rules, 1989, the following further amendments shall be made, namely:
Amendments
In rule 10, after sub-rule (3), the following new sub-rule shall be inserted, namely:
(3A) Notwithstanding the procedure contained in sub-rule (2), where a civil servant is martyred, while in service, due to act of terrorism, as defined in section 6 of the Anti-Terrorist Act, 1997, the appointing authority may appoint, on the basis of his civil service record, the widow of such civil servant, as the case may be, or the eldest son of Government servant, who died while in service not later than one year of the policy scales 1 to 11, in any Government Department subject to availability of the post(s):
Provided that the widow or the eldest son, as the case may be, possesses the minimum qualification prescribed for appointment to the post.”
Provided also that an appointment under this sub-rule is subject to the availability of a suitable vacancy at the place of duty of the retired civil servant.
Provided further that the provisions of this sub-rule shall not be applicable to posts falling within the purview of the Public Service Commission.”
