The Government of Khyber Pakhtunkhwa, Establishment and Administration Department, issued a notification on 19-12-2025 in connection with
province. There is a recent amendment in the Civil Servants Promotion Rules 1989, KPK. The details are as follows:
Forgo/declining Promotion by an Employee and no further Promotion in the KPK
The KP Government has issued the recent Notification No. SOP/Policy E&A/DI-3/ APT Rules/Forg/270-22 – dated 19 December 2025. If the employee declines his promotion, he will not have the right to get a promotion in the future.
Amendments in Civil Servants Promotion Rules 1989 Khyber Pakhtunkhwa
As per the Notification, In exercise of the powers conferred by section 26 of the Khyber Pakhtunkhwa Civil Servants Act, 1973 (Khyber Pakhtunkhwa Act No. XVIII of 1973), the Chief Minister of Khyber Pakhtunkhwa is pleased to direct that in the Khyber Pakhtunkhwa Civil Servants (Appointment, Promotion and Transfer) Rules, 1989, the following further amendment shall be made, namely:
Amendment
In rule 7, after sub-rule (4), the following new sub-rules shall respectively be added, namely:
“(5) If, on an order of promotion or before promotion, any civil servant declines, in writing, to accept promotion, such civil servant shall not be considered for such promotion.
(6) If a civil servant declines to accept promotion under sub-rule (5), he shall not only stand superseded permanently for such promotion but also stand disentitled for any personal up-gradation in existing posts or grade.”
