Government of Sindh, Finance Department, issued a Notification on 17-08-2026 in connection with Grant Usual Annual Increment in Case of Promotion in the retiring year for Sindh employees. The details are as follows:
Usual Annual Increment in Case of Promotion in Retiring Year (Sindh)
The undersigned is directed to refer to this department’s letters No. FD(SR-I)03(02)/2000, dated 28th March, 2001 and 2nd June, 2008, which provides that a Civil Servant of the Government of Sindh is entitled to the usual annual increment, for calculation of pension only, on completion of six months’ service in the year of retirement, irrespective of the due date of 1st December following the completion of six months.
- It is pointed out that the Civil Servant of the Government of Sindh who have been promoted from lower to higher post/scale after completion of six months’ service in the year of retirement could not get the benefit of annual increment, for calculation of pension, if they retire before 1st December following the promotion merely because they have not completed six months’ service after promotion in the higher post/scale in the year of retirement.
- It is clarified that in such cases, for calculation of pension only, their pay in the higher post/scale may be re-fixed based on pay fixed in the lower post after allowing the benefit of annual increment in the pre-promotion scale for which he would have been entitled for six months’ service, subject to the following conditions:
Terms for Usual Increment in the Retiring Year in Case of Promotion
- The civil servant must have completed at least six months’ qualifying service in the year of retirement in the pre-promotion post/scale;
- The civil servant must have been promoted to a higher post/scale during the same year but retired before completing six months’ service in the promoted post/scale;
- The civil servant must have retired before becoming entitled to the usual increment in the higher post/scale;
- The usual annual increment shall be allowed notionally in the pre-promotion post/scale, followed by consequential refixation of pay in the higher post/scale;
- Such notional refixation shall be made exclusively for calculation of pensionary benefits and shall not confer any entitlement to arrears of pay or allowances for the period of active service before retirement;
- No double benefit of the usual increment shall be admissible under the existing provincial instructions and the policy proposed herein;
- The dispensation shall take effect from 21st September, 2022, and cases of eligible civil servants retiring on or after that date shall be regulated accordingly; and
- The policy shall apply only to civil servants of the Government of Sindh governed by the applicable provincial pension rules. Its application to employees of autonomous, semi-autonomous or statutory bodies shall require separate adoption by the respective competent authority.
