If Rental Ceiling of House Hiring Increases, then Why Not House Rent Allowance?

I am writing in detail about the increase in the Rental Ceiling of House Hiring and HRA for the Government employees. The Basic question is if the Government increases the Rental Ceiling for hiring, then why not House Rent Allowance for the Government employees? ARA, Disparity Reduction Allowance and Pension Increase 2025 PESCO as Federal

Peshwar Electric Supply Company has approved the ARA, Disparity Reduction Allowance, and Pension Increase 2025, PESCO, as the Federal Government has notified.
