Govt of Pakistan Reluctant to Introduce Unified Pay Scales

According to the Daily News dated 16-12-2012, Govt is reluctant to introduce Unified Pay Scales for the Govt Employees of Pakistan. The hopes of employees have been dashed to grounds as the Govt have not finalized their framework on Unified Pay Scales and not shown any willingness in this regard within this stipulated period and thus there seems nothing in connecting with UPS wef 01-01-2013.

No Proposal to Increase Salaries of Govt Employees

Federal Minister Finance “Abdul Hafeez Sheikh” said on the question hours of National Assembly dated 10th December 2012 that there is no proposal to increase the salaries of the Govt Employees in the near future  The Federal Minister told that the Federal Govt has already increased the salaries of the Govt Employees upto 120 % since the financial year 2008 to 2012 and there is no proposal to increase the salaries of Govt Employees.

Pay Committee Urged Govt for Fresh Pay Scales

According to the daily The News dated 27th October 2012, the pay committee led by Mr. Ishrat Hussain has asked the Govt to introduce fresh pay scales for the Govt Employees so that the discrimination found among the employees be removed. He said” “We have conditioned the finalizing of the committee’s recommendations on the removal of existing distortions because just lip service will not serve the purpose,” said Husain. “The creation of fresh pay scales is necessary to attracting talented people into public service as with the existing pay structure of BS-17, no one will come into the public sector.”

Unified Pay Scales, Housing Monetization & Conveyance Packages for Employees

According to the Daily Times dated 04-10-2012 page number 7 a great package of Pay and Allowances is to soon finalized and announced soon by the Federal Govt. The case of finalizing the pay and allowances packages for the Federal Govt Employees is under process in the Ministry of Finance. This package will be presented before the Prime Minister on Friday dated 05-10-2012 for initial approval. Unified Pay Scales, Monetization of Housing Facility and Monetization of Conveyance are included in this package. The salient features of these packages are as under:

A Step Towards Unified Pay Scales

A Pay Structure Committee has been constituted by the Government and its meeting has already held on Monday 10th September 2012. The main function of this committee is to find the discrimination of pay and allowances among the Govt employees of various departments. The other task of this committee is to merge the Adhoc Allowances into new Basic Pay Scales. The next meeting of this committee is expected soon during the next weeks.
