Government of the Punjab Finance Department has issued Notification on 15-01-2016 in connection with Regularization of Services Contract Employees of Treasury Establishment Appointed Under Rule 17-A of the Punjab Civil Servants (Appointment and Condition of Service Rules, 1974). Detail is as under:
Regularization of Services Contract Employees Appointed Under Rule 17-A
I am directed to refer to the subject cited above.
It is learnt that, In rare cases, the appointments have been made in BPS-1 to 7 on contract basis in Treasury Establishment under Rule 17-A of the Punjab Civil Servants (Appointment And Condition of Service) Rules, 1974 instead of on regular basis. The officials of the service and District Accounts Officers of certain Districts were requesting off and on for permission to review the orders of contract appointment into appointment on regular basis.
In Para-5(b) (iii) of Recruitment Policy-2004, it was provided that initial appointment on regular basis in BPS-1 to 10 in all department shall be made on merit by the relevant committees/boards as notified by the government, Moreover, it is contained in circular letter of Government of Punjab, Finance Department bearing No. S0(B&E-II)4-1/99 dated 17.09.2004 that the competent authority has accorded permission to make 100% recruitment on regular basis against all vacant posts in Punjab Treasuries Establishment.
Foregoing in view, all District Accounts Officers are allowed to review and amend the pervious decisions of appointment “on contract basis” into “regular” mode, from the date of appointments, under 17-A of the Punjab Civil Servants (Appointment And Condition Of Service) Rules, 1974.

ab jb department bhe windup hogaya hai aur surplus pool mein chala gaya lekin contract waly employees ki koi nhe sooon raha hai
plz sir 11 months hogaye haien mein buhat pareshaan hn
