Government of Balochistan, Finance Department, issued a Notification on 21-01-2026 in connection with Qualification Allowance to MS Degree Holders in Balochistan. The MS Degree Holders will now receive Rs. 5,000/- per month as qualification allowance. The details are as follows:

Grant of Qualification Allowance to MS Degree Holders in Balochistan

As per the Notification, in the light of the judgment of the Hon’ble High Court of Balochistan passed on 09.09.2025 in C.P No. (S)234/2023 and with prior approval of the competent authority, the Government of Balochistan, Finance Department, pleases to restore M.Phil Allowance to M.S Degree Holders (M.S Allowance) @ Rs.5,000/- per month, subject to the following conditions:-

Terms and Conditions for MS Allowance @ 5000/-

 

(i) The allowance shall be admissible purely in compliance with the judgment of the Hon’ble High Court of Balochistan in C.P. No. (S) 234/2023 and shall not be treated as a policy change or amendment of Finance Department circular dated 18-02-2020.

(ii) M.S degree must have been obtained from a HEC-recognized University/Institution.

(iii) Payment of allowance shall be subject to verification of the degree from HEC / the concerned University.

(iv) The allowance shall be allowed from the date of submission of a complete application.

(v) This allowance shall remain interim, conditional, and subject to final outcome of the appeal pending before the Hon’ble Supreme Court of Pakistan.

The drawal of M.S Allowance is permitted at this stage; however, in the event of an adverse decision by the Apex court, the amount drawn will be recovered from the beneficiary.

This is a good decision of the Government of Balochistan, which followed the decision of the court. Now, the MS Degree Holders are eligible for the MS Allowance. Currently, many employees in the Federal and Provincial governments are not receiving this allowance. However, the employees are getting M.Phil Allowance and Ph.D Allowance on acquiring the qualification.
