Finance Division, Government of Pakistan, issued a Notification on 24-07-2026 in connection with Clarification Time Scale for BPS-01 to BPS-16 Federal Employees. The details are as follows:
Clarification Time Scale BPS-01 to BPS-16 Federal
Subject of the Notification: Clarification/Opinion Regarding Policy for Grant of Time Scale to Civil Servants to BPS-1 to BPS-16 of All Civil Servants of the Federal Government.
As per the Notification, reference District & Session Judge-West’s letter No. 1379/E-1 dated Nil on the subject noted above.
It is stated that the Time Scale Policy-2022 is very clear. Prime Minister of Pakistan approved the Higher Time Scale Policy-2022 for the Civil Servants who were working in substantive pay scale BPS-1 to BPS-16 at the time of introduction of Time Scale Policy-2022. The Time Scale will be admissible thrice in whole service after the introduction of this Time Scale Policy-2022. First time scale will be granted on completion of 10 years’ service in current substantive pay scale. As a one-time dispensation, the requisite length of service for grant of the first time scale will be counted from the current BPS.
What is Substantive Pay Scale?
A regular pay of the employee through appointment or regular promotion/upgradation is his substantive pay scale. Suppose an employee of BPS-16 gets time scale BPS-17 or is given additional charge of BPS-17, his substantive pay scale will remain BPS-16 while his BPS-17 is time scale.
