Either, their contract service should not be included in qualifying service. OR
They may be required to return 30% Social Security Benefit (30% SSB) with compound interest as determined by A.G Office of Finance Department.

I am sharing the Maternity and Paternity Leave Act, 2018, which say there will be Senate Bill 6 Months Maternity Leave and 3 Months Paternity Leave for the Federal Government Employees. According to the news this bill has been passed on 27th January 2020 by the senate.
