I received a number of questions regarding the issue of Assistance package for the employee of the deceased Government employee who died before the introduction of financial assistance package? The answer is “No”, the employee who Died Prior to 2004 before the introduction of assistance package 2004 will not get the benefit of the assistance package. Detail of the same has been mentioned in the Government of the Punjab, Finance Department Notification of the dated 0106-2006. The contents of the Notification of the said date are as under:
Eligibility of Assistance Package for the Family of the Employee Who Died Prior to 2004
- I am directed to refer to the Policy Instructions issued vide this Department`s notification of even number dated 10th November, 2004 and to say that due to some ambiguity in para-3 of the said notification some clarifications have been sought from different quarters with respect to date of effectiveness of policy. It is accordingly clarified that:
The policy of Financial Assistance Package was notified on 10-11-2004 and takes effect prospectively from that date onwards.
Deceased civil servants, who expired before issue of this notification are not converted by this Policy. The financial assistance sanctioned on their favour were in the nature of ex-gratia grants-in-aid approved by the competent authority on case to case basis, without prejudice. There was no concept of extension of the Policy to back dated cease.
- In order to remove any ambiguity in para-3 of the said notification the sentence that “All the cases initiated by or under process in the Administrative Departments may be disposed of accordingly” may pleases be deemed deleted.
- Further necessary action may kindly be taken accordingly.
