Government Employees and Salary Increase in Budget 2020-21

I have collected the views of the employees in connection with pay salary Increase in Budget 2020-21 for the Government employees. As far I have observed their demands, these are nearly based on the actual situation for the employees. Due to the increase in prices of daily use items, rents, bills, etc nearly everyone has adjusted himself to some extent except the Government employees. Their salaries are fixed and they are looking at the Government to raise their pay in the coming Budget 2020-21.  The authorities who prepare the budget and give proposals must include these demands of the employees to the maximum possible extent.

Now at this time, there are four Adhoc allowances that the Government employees are getting. These are as under:

  • Adhoc Relief Allowance 2016 (Frozen)
  • ARA 2017 (On Running basic pay)
  • Adhoc Relief Allowance 2018 (On Running Basic Pay)
  • ARA-2019 (On Running Basic Pay)

The government of Pakistan introduced Revised Pay Scales 2017 vide Notification of the dated 03-07-2017. After that, there happened no revision of pay scales and the year 2020 approached. (Copy of pay scales 2017 attached below).

Now, let’s see what say the Government employees about their demands. What the employees want to increase in the coming budget 2020-2021 in connection with their pay, allowances, upgradations, regularization, pension and pay protection etc. The government should now consider the due demands of the employees and should consider a suitable pay raise in Budget 2020-21 for employees.


Revised Pay Scale 2020-21


  • Honorable Prime Minister of Pakistan Mr. Imran Khan sahib, employees have been waiting for the promise of relief for the last two years. Govt should increase Salary by at least 50%. House Rent Allowance should be paid according to the basic scale of 2020 which is being given on the basic scale of 2008. The small medical allowance being paid to the employees in the amount of Rs 1500, with this small amount of money, it is not possible to treat one individual member of the employee and the rest are far away. Employees’ medical allowance should be at least10000. All employees should be given a utility allowance which is already being given to certain departments.

  1. The Govt should revise Pay scales and grant 50% pay increase.
    2. Equalization of pay and Allowances in all federal and provincial Departments.
    3. Medical Allowance, conveyance allowance, HRA they should increase.
    4. Utility Allowance they should give to all employees grade-wise.
    5. The timescale for stagnant posts.
    6. Qualification increments
    7. 20% Special Allowance Govt should resume which PPPP Govt announced and later they stopped in 2013.
    8. 100% audit allowance they should give to MAG, AGP, CGA employees. (Sher Muhammad)


  • Govt must merge All Adhoc reliefs into the basic and then revise pay scales and allowances accordingly and govt must devise an automatic system to increase pay and allowances every year, like at the start of every new fiscal year the salaries and allowance revised with 10% increase and lastly uniform salary system for all govt employees of Pakistan.   • Adhoc merge, Scale revise, up-gradation of LDC, UDC, Assistant, Superintendent according to Provinces level. (Shabbar Ahmed S)
  • Payscale must be revised and house rent should be ranged from a minimum of 12000 to a maximum of 20000 for every employee according to grade. M. Phil, PhD should be promoted automatically after three years of completion of their degree. With an increase in house rent increase in pay should be 20% but with no increase in house, rent increase should be 40% for every employee.   • بجٹ سے قبل منظم سازش
    ہر سال بجٹ سے قبل افواہیں اور پریس ریلیز گردش کرنے لگتی ہیں کہ ایڈہاک ریلیز ضم کیے جارہے ہیں، کمیشن بنادیا گیا تنخواہوں میں تفریق ختم کرنے کے لیے تاکہ ملازمین ہڑتال کا راستہ نہ اپنائیں بلکہ یہاں تک کہ اپوزیشن سمیت حکومت کے کسی نمایندہ کا بھی بیان سامنے آجاتا ہے کہ ہمیں ملازمین کے مسائل کا اندازہ ہے بجٹ میں ریلیف دیا جائے گا. یہ تمام تر باتیں بجٹ سے قبل کی جاتی ہیں جو کہ منظم سازش ہے لہذا ہماری حکومت سے اپیل ہے کہ لالی پاپ کی بجائے بجٹ میں وزیراعظم پاکستان کے دو سال قبل کیے گیے وعدہ کے مطابق تنخواہوں میں اضافہ کیا جائے اور ملازمین کا معاشی استحصال بند کیا جائے.   (Brave Ali)

Increase in Allowances


  • HRA, Medical allowance, qualification increments are much more important. (Bilal Ahmad)
  • Rates of everything (daily life items) are 500 times increased, in the previous budget only 5% of salaries were increased and in the same time, the huge tax was imposed thus decreasing the increase of 5% salaries. In this way the balance of the pay, scales is severely damaged Government jobs are thus devaluing by fewer salaries. It is requested to compensate for the balance which is badly affected by huge inflation. Phil allowance in Punjab, Baluchistan is Rs. 5000/- per month the same allowance in Federal, Sindh, and KPK is 2500/- per must be uniform throughout Pakistan like Ph. D allowance. (Hamid Hussain)

Budget and civil servants


  • Every year budget approaches and civil servants expect that their salaries would be increased in an appropriate manner, but the government falls short of their expectations. Though a 10 percent increase is added to salaries, the increase in prices of essential commodities accompanied by direct taxes nullifies the increase in salaries. The government has benefited the employees of certain departments in the form of professional allowance, but the college and school teachers are deprived of this very allowance. Technicians of hospitals are also getting a professional allowance. Education serves as the base structure of the society; however, our rulers have yet to understand the important role education plays in the uplift of the society. Imagine college lecture gets 40000 salaries, while the PMS officer takes the start from Rs.80000/- or so. When I observe the lifestyle, I feel sorry for their conditions. College teachers be given BS Allowance Rs.10000/- Per month. The discrimination in salaries is rectified as it violates the very spirit of the 1973 constitution. (Professor Zia Ahmad Khan)



Up-gradation of Various Posts


  • Raise the issue of stagnant post promotion/ timescale especially of BPS-16 because in most department BPS-16 posts are stagnant. And those who were remained deprived of special compensatory allowance. (Abid Hussain)

Uniform Salary for All Pakistan Employees


  1. Uniform salary structure across the country including all FG, Provincial Government, autonomous employees etc..
    2. The government should control prices rather than “only increase” in salaries.
    3. Since all Government employees are assumed to serve Pakistan at large, no special pay to be granted to only a few departments/ org etc.
    4. The government should introduce Health policies at the Govt level.
    5. they should improve Tax deduction in order to benefit the salaried one’s and to receive more from businessmen. They should trace the total assets of individuals and bring under tax circles. (Muhammad Zubair Khan)

(Demands/proposals for budget 2020)
1. Implement a uniform pay scale system throughout the country.

2. Some selected departments’ employees are getting plenty of allowances but others are deprived despite having the same pay scales. This is injustice. Provide utility allowance, health, executive, judicial and secretariat type of allowances, accommodation, and other facilities to deprived employees also.

3. Provide teaching allowance for teachers of higher education department equal to executive allowance.

4. Do not pay increase in Budget 2020-21 for the already privileged ones like secretariat, judicial, health employees, and bureaucracy as they are already fetching the perks and allowances. Only increase the salary of those employees who are only paying dependent without any perks and huge allowances. (Syed Touseef Shah)

Miscellaneous Pay / Allowances /Pension


  1. The minimum salary of an officer of grade 17 must be equal to only 1000 USD. (Hakim Din)

5- I think the pension Govt must increase to a minimum of 50% in the present economic crunch. More so house rent they should authorize to pensioner as well along with medical Treatment allowance as per the strength of the families, the doctors’ consultation fees, and costs of medicine should include as per market rates. If possible some portions of the Tuition fee Govt should pay as per the classes of the students. Pensioners are really living a miserable life. (Zulfiqar Ahmad)

Regularization of Employees and Pay Protection


  1. Pakistan Railway TLA employees should be regularized. (Tayyaba Zafar)
  2. Educators in Punjab, Govt should do pay protection and counting of contract service. (Saifullah Gujjar)
  3. Daily wagers of every department should be permanent as a lot of daily wagers is working for many years. (Touqeer Haider)

Bottom Lines:


Keeping in view the current situation of the employees of Pakistan, the Government of Pakistan should consider Salary Increase in Budget 2020-21 at a suitable level for the employees. I hope the honourale Prime Minister of Pakistan will look in the matter of the salaries of the Govt employees and do the best for the civil servants.

  1. Govt does not give something to the civil servants employee’s and burocrates are hindrance for BPS1-16. As per down of Pakistan Crunchy, the Filler become high and need to govt servants pay and allowance increase in this ratio.

All the Govt raise pay once in a year only on the eve of Budget and then to to sweet sleep does not control inflation/price hike which is mother of all evils, there is a stern need to control all kind of price mafias, like transport, doctor/medical, floor/sugar, private school/fee/colleges/universities so everyone could survie in these peanuts which govt gave to poor employees on the name of budget increase. I further request to consider the following;
    1. All Govt deptts federal/provincial must have same scales and same allowances no so called specail treatment for P.M, President, FBR, courts nothing for anyone driver/peon/clerk of all these deptts must get equal pay/allowances.
    2. The stagnant posts like APS/Nurses/all other struck in the same scale must also be treated as human and they must be given time scale promotion like very rightly given to teachers so that they can move/promoted to BS-17, 18 & 19 after every 3 years of service. Particularly the APS cadre is the most devoted one who perform duties with President, P.M/Ministers/Secretaries etc but without any promotion which is discouraging them badly they must be given time scale like,P.S so that they can further work wholeheartedly.
    3. Medical for all cadres must be at least 5000/month. Likewise HRA and Conveyance must also be increased at least by 50%.
    4. Huge pay/increment difference between BS-16 & 17 be adequately removed and it should be realistic and at one scale difference it must not be increased from BS-16 start of Rs. 18910 and increment 1520 to Rs. 30,370/- & increment of Rs. 2300/- for BS-17. BS-16 people are also human and must not be given so much hammering for just one scale.
    5. Accelerated promotions for those govt servants who earns outstanding ACRs/PERs must be ensured so that everybody should try to work with zeal and zest.
    6. All the adhocs must be merged and at least 50% pay increase be given as already too much inflation has been imposed on poor government employees.

    Please keep in mind that Imran Khan is the prime Minister of entire Paksitan and not only the Secretariat employees, FBR, P.M House, President House and of Supreme Court employees and he should treat all equally and must make salaries of all equal/competitive as those who work in these sacred offices are also humans and must not be given so much as once CJP Saqib Nisar very proudly told some BS-20 officer of some government department that my driver takes salary more than you. This is not a matter of laughing of proud instead it should be seen in detail why a BPS-4 driver of a court taking pay more than a BS-20 officer, one have to finish these special treatments and curb these evils once for all.

    It should also be considered by Imran Khan, P.M that when you will give ample increase in salaries to all govt employees then they will not have any excuse not to work with zeal and zest for this beautiful country called Pakistan.

    I once again thank all my beloved and talented fellows who put forth such a comprehensive and logical suggestions which must be considered rather implemented by all those who are preparing budget 2020-21. May Allah give us all courage to give justice to all and we must try to give our best shot for our beloved country called Pakistan.   3. Atleast 2016 and 2017 adhoc must be merged in basic pay and 20% adhoc for the year 2020 be given.. with increasment of50% house rent.

  4. 1. All Adhoc Relief Allowances should be merged in the Basic Pay Scale, thereafter, increase of 20% be made in the Basic Pay Scale 2020.
    2. Medical Allowance should be increased 100% of the current Medical Allowance.
    3. Monetization policy for Conveyance Allowance should be enhanced upto BS-19 officers. And Conveyance Allowance for BS-01 to BS-18 employees be fixed upto 10,000.
    4. House rent Allowance @100% be provided in the Salary Slip.
    5. Utility Allowance of 50% of new basic pay should be give w.e.f 01-01-2020.
    6. 20% Special Allowance should be given to other departments of Federal Government who were not give since 2013.

The government should also consider LL.M degree as equivalent of M.phil.Supreme Court has already declared its equivalance to M.Phil.Govt servants are forced to go to courts for such purpose as the Govt on one hand gives benefit to those by virtue of court decree but deprives those having no court decree.Both should be considered at par.

  7. aise employees jo MA ya BA ki taleem k bawajood peon ya aisi hi post pr job krne pr majboor han. qk wo apni promotion k liye paisa ni bhar sakte.
    aur clerks ki seat un ko de di jati ha jo mushkil se apna naam likh sakte han.

    aur zulam ye k rule 17-A walon ki promotion pr bhi ban kr dia Govt. ne.

A few hours ago I had posted a comment regarding computer allowance raising from 1500 to 10000 p.m and I was mentioned DG (IS) MEPCO designation that he is also getting this very low amount i.e., 1500. It is requested that the designation of this officer may not be shown to any one or any government authority because I don’t want to show his designation to any authority. Despite of his designation other matter may be considered for the government employee’s betterment. Thanks

  9. Computer Allowance which is 750 and 1500 per month my please be increased from these stages to 10000 per month. This allowance may please be increased as it has been frozen since 2001.

  10. تنخواہ اور پینشن کیلیۓ مختص بجٹ کا بڑا حصہ ان چند سو تنخواہ داروں کی نظر ہو جاتا ہے جن کی تنخواہ لاکھوں میں ہے اور پھر بھی ان کا گزارا نہیں ہوتا اور لمبی چوڑی مراعات بھی لیتے ہیں جو اسی بجٹ میں سےادا ہوتی ہیں اس کے علاوہ ڈبل ڈبل پینشن لینے والے الگ سے پنشن بجٹ میں اضافے کا باعث ہیں اس لئے ریاست مدینہ کی دعوے دار حکومت سے گزارش ہے کہ تمام ناانصافیوں کا ازالہ کرکے پورے ملک کے ملازمین کو بلحاظ عہدہ و سکیل یکساں شرح سے تنخواہ الاؤنسز اور دیگر مراعات دی جائیں۔
